This position has a selective placement factor that will be used to screen out ineligible candidates. The selective placement factor is: You must currently be a licensed Professional Engineer (PE) if applying for the 0810, 0830, or 0850 series. You must be a Registered Architect (RA) if applying for the 0808 series or licensed by the American Institute of Certified Planners (AICP) if applying for the 0020 series. In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the
GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Supervising or leading the team to execute in-house and contract facility and master planning products and services in accordance with applicable policies, regulations, and criteria; 2) Providing planning consultation/advisory services on master planning and facility planning for Supported Commands; 3) Preparing and presenting planning briefs to senior military and/or civilian personnel; 4) Monitoring progress and solving problems to ensure timely and quality completion of planning projects; and 5) Developing and managing scopes and cost estimates for projects, managing workload of the staff, and tracking funding for the projects. Applicants for the Community Planning Series must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: You must have successfully completed a community planning degree, or a degree in a related discipline such as urban affairs, architecture, landscape architecture, engineering, sociology, geography, economics, political science, or public administration that included at least 12 semester hours in the planning process, socioeconomic and physical elements of planning, urban and regional economic analysis, and development finance.

You must have a combination of education and experience where you have successfully completed a community planning degree, or a degree in a related discipline such as urban affairs, architecture, landscape architecture, engineering, sociology, geography, economics, political science, or public administration and have one year of work experience in community planning acquired under the supervision and guidance of a community planner.
OR
You must have a combination of education and experience where your courses were equivalent to a major in community planning, urban affairs, architecture, landscape architecture, engineering, sociology, geography, economics, political science, or public administration; or a combination of related courses totaling at least 24 semester hours in any combination of the listed disciplines of which at least 12 semester hours were in the planning process, and socioeconomic and physical elements of planning, plus appropriate experience or additional education.
