Your resume must demonstrate at least one year of specialized experience at or equivalent to the
GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Providing supervisory and technical oversight in IT operations to include; project and data center management, develop and implementing IT policies and procedures, systems analysis and budgetary requirements.
Your experience must reflect skill in the following competencies:
1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. IT-related experience demonstrating this competency include: Reviewing employees' work to ensure compliance with policy and procedures, as well as ensuring functional objectives are met.
2. IT-related experience demonstrating this competency include: Advising and assisting customers with regards to technical and functional aspects.
3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. IT-related experience demonstrating this competency include: Representing all areas of design and construction at meetings, conferences, and hearings.
4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT-related experience demonstrating this competency include: Advising on and explaining recommendations or solutions to modify standard practices, equipment, devices, processes, and techniques and resolves a wide variety of complex problems.

This position has been designated as a Cyber Workforce position in the DoD Cyber Workforce Framework (DCWF) role of (641 - Systems Requirements Planner) proficiency level (Advanced) and, as a condition of employment, the incumbent of the position is required to maintain qualifications in accordance with DON Cyber Workforce Program requirements of SECNAV M- 5239.2.
This designation requires:
1. The incumbent participates in a continuous learning (CL) program as described in SECNAVINST 5239.20A and SECNAV M-5239.2. An annual 20 hour minimum of Cyber Workforce related continuous learning must be documented in a current individual development plan signed by both the employee and supervisor.
2. The incumbent must obtain the required credentials within 12 months of appointment and maintain those credentials as described in SECNAV M-5239.2 for DCWF role of (641 - Systems Requirements Planner) proficiency level (Advanced). For more information, please review
