Duties
As a SUPERVISORY IT SPECIALIST (PLCYPLN), GS-2210-13, you will serve as the Deputy Chief Information Officer with responsibility for serving as the focal point for the State National Guard IT requirements and priorities, including the cybersecurity and privacy programs, enterprise architecture, software application and development, capital planning and investment, infrastructure, and telecommunications support. Serves as action officer for budgetary and personnel actions on behalf of the Chief Information Officer. Interprets Department of Defense (DoD), Department of the Army (DA), federal IT and if applicable state policies in order to manage risk, develop and promulgate IT plans and policies, ensure compliance with prevailing laws, ensure compliance with the Clinger-Cohen Act (CCA), and establish standards and procedures.

- Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day.
- May require travel in military and/or commercial aircraft to perform temporary duty assignments.
- The work may require the incumbent to drive a motor vehicle; if so, and an appropriate valid driver’s license is mandatory.
Qualifications
GENERAL EXPERIENCE: Experience, education, and/or training that has provided a basic knowledge of data processing functions and general management principles that enabled the applicant to understand the stages required to automate a work process. Experience may have been gained in work such as computer operator or assistant, computer sales representative, program analyst, or other positions that required the use or adaptation of computer programs and systems.
SPECIALIZED EXPERIENCE: Must have one year specialized experience equivalent to at least the next lower grade. Experience managing IT activities to ensure the appropriateness of system design, development, deployment, and security functions associated with the infrastructure and support systems, IT network and the inventory of software and hardware. Experience overseeing the IT procurement process and administers an IT inventory management and replenishment program to ensure efficient life-cycle management. Experience defining goals, objectives, plans, and performance measures for the IT services that are provided from the Department of Defense, Departments of the Army and Air Force, National Guard Bureau and other guidance while interpreting the guidance to ensure the State's IT activities are aligned with and support these objectives and goals. Overseeing the Mission Command (MC) Branch on all matters pertaining to MC and communication system readiness. Supervising support services (COMSEC, Spectrum Management, Radio, other MC systems, etc.) as well as emergency communication support actions supporting Domestic Operations (DOMOPS). Supervising overall support for MC systems for MTOE and TDA elements. Serves as alternate career manager for Signal/Cyber/Communication personnel in coordination with the Air and Army leadership. Reviewing major IT investments for consistency with strategies, plans, and enterprise architectures through the MDEP Program Manager and the vision for the state. Directing, coordinating, and overseeing work through subordinate supervisors. Advises staff regarding policies, procedures, and directives of higher-level management or headquarters. Manages all aspects of the state Cybersecurity Program to ensure the confidentiality, integrity, availability and non-repudiation of sensitive and classified information and information system resources. Ensures maximum efficiency and cost effectiveness in the utilization of the State's IT, hardware, software, funds and personnel. Experience in managing the function of the work to be performed. Experience which includes leading, directing and assigning work of personnel.

This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration. This designation will not exceed 14 calendar days per year unless otherwise approved in advance by the TAG.
