Duties

  • Loss of military membership will result in immediate loss of your full-time military technician position.
  • Excepted Civil Service Technicians are required to maintain a AFSC and military grade that is determined by the NGB to be compatible with the assigned technician position.
  • Must be able to obtain and maintain the Government Travel Credit Card (GTC) as a condition of employment.
  • Must possess a valid PR State driver’s license to operate government motor vehicle in accordance with Service specific Vehicle Operations Directives.
  • THIS POSITION CONDUCTS INFORMATION ASSURANCE FUNCTIONS. THE INCUMBENT SHALL COMPLY WITH THE REQUIREMENTS OF THE CERTIFICATION PROGRAM AND WILL BE REQUIRED TO OBTAIN AND MAINTAIN IAM LEVEL II CERTIFICATION WITHIN 12 MONTHS OF THE APPOINTMENT.
  • This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.

Qualifications

AREA OF CONSIDERATION:

Area 1 = All permanent Technician Officers members employee's (NG T32/NG T5) within the Puerto Rico Air National Guard.
Area 2 = All indefinite Technician Officers members employee's (NG T32/NG T5) within the Puerto Rico Air National Guard.

First round consideration will be given to Area 1 Candidates. (All other Areas will be screened only in the event that there are no qualified or recommended Candidates).

To prevent a grade inversion, military rank allowed for this position will be determined at the final evaluation of the vacancy announcement considering the military rank of the supervisor.

DUTIES:

As a SUPERVISORY IT SPECIALIST (PLCYPLN) (D1564P01), GS-2210-13, you will ensures that the squadron meets all wartime combat readiness standards, and provides guidance and direction to the squadron through planning, coordinating, and directing a variety of functions including information management, telecommunications networks, help desks, communication networks (voice and data), plans and programs, local computer program development, computer systems operations, radio and computer maintenance, logistics plans, supply, quality assurance, human resources development and management, and maintenance control. Through subordinate supervisors, the incumbent directs and supervises staff functions affecting very complex telecommunications systems composed of a wide variety of high cost, sophisticated equipment, and is responsible for all technical support and maintenance activities to include computer and telephone technical support, radio maintenance, secure communications maintenance, and support equipment maintenance. The position is responsible for environmental, safety and physical security programs.

QUALIFICATIONS:

SPECIALIZED EXPERIENCE:
Applicant must possess at least THELVE (12) months of specialized experience at the next lower-level GS-12 or the equivalent THIRTY-SIX (36) months of specialized experience performing or supervising duties such as determining long and short-range planning and execution of all unit programs; providing a focus for all unit functions and activities; overseeing the accomplishment of the mission training program; making critical judgments and on-the-spot decisions regarding the safety of personnel deployed; ensuring tactical communications-electronics UTCs meet training and US Air Force contingency requirements; assuring timely identification of potential system-wide telecommunications electronics equipment deficiencies and notification; directing an allocated multimillion-dollar budget involving both federal and state funds; ensuring the propriety, accuracy, and timeliness of procurement and payroll activities; initiating the development and implementation of a variety of federal, state and local programs; ensuring mission effectiveness including a hazard abatement program; directing and supervising staff functions affecting high cost, sophisticated equipment, and is responsible for all technical support and maintenance activities; ensuring environmental, safety, and physical security programs; implementing and maintaining military and full-time strength through recruiting and retention programs; ensuring Equal Employment Opportunity Program; working with union stewards and other union representatives; keeping personnel informed and providing feedback; ensuring training and maintaining an effective leadership/career development program; ensuring disciplinary measures when necessary; maintaining liaison with national, state, and local governmental agencies on matters of operational and environmental safety, and protection; coordinating training requirements and planning for the squadron; negotiating and approving host/tenant agreements with military and civil agencies; ensuring proper and adequate security and safeguarding; maintaining mission readiness and compliance; ensuring implementation of a functional station information systems plan; ensuring all applicable environmental laws and rules are compiled; coordinating with appropriate agencies for required permits.

Education

SUBSTITUTION OF EDUCATION FOR SPECIALIZED EXPERIENCE:
A 4-year course of study leading to a bachelor's degree in a college university, technical or vocational school may be substituted at the rate of one academic year of study (30 semester's hours or 20 classroom hours of instruction per week) for 6 months of specialized experience.

One full year of graduate level education or superior academic achievement in a college university, technical or vocational school may be substituted at the rate of one academic year of study (30 semester's hours or 20 classroom hours of instruction per week) for 12 months of specialized experience.

A masters or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a college university, technical or vocational school may be substituted at the rate of one academic year of study (30 semester's hours or 20 classroom hours of instruction per week) for 24 months of specialized experience.

A Ph.D. or equivalent, or 3 years of progressively higher level graduate education leading to such a degree in a college university, technical or vocational school may be substituted at the rate of one academic year of study (30 semester's hours or 20 classroom hours of instruction per week) for 36 months of specialized experience.

Undergraduate or Graduate Education: Major study-computer science, information science, information systems management, mathematics, statistics, operations research, or engineering, or course work that required the development or adaptation of computer programs and systems and provided knowledge equivalent to a major in the computer field.
