Summary

The primary purpose of this position is to serve as the Chief, Plans and Resources for the 66 ABG Communication and Information (66 ABG/SC) Division in the capacity to execute 66 ABG/SC mission as a leader and second level supervisor planning, directing, organizing, and exercising control over non supervisory cyberspace positions within the Plans and Resources (66 ABG/SCX) area, which include Cybersecurity, Resource Management, and Force Development, Training, Readiness, and Quality Assurance.

Duties

  • Exercises supervisory personnel management responsibilities over government subordinates and effectively plans and oversees contracted functions for communications and information management operations.
  • Plans, budgets, organizes, and directs cyber and IT management activities. Proactively oversees Hanscom’s cybersecurity program and all its support functions. Develops and manages resources to improve business processes.
  • Leads multiple discipline teams, represents organization with higher level of management, prepares and presents briefings, and helps solves organizational problems.
  • Serves as senior compliance and technical policy advisor of cyber, IT or IM related activities under area of responsibility. Provides strategic guidance to Senior Leadership to guide transformational activities for mission needs.

  • The employee must, within 30-days of assuming this position and by 31 October annually thereafter, file an OGE-450, Confidential Financial Disclosure Report. Employee is required to attend annual ethics and procurement integrity training.
  • This is an acquisition coded position. Selectee must complete required certification level 2 in Engineering and Technical Management within 24 months of assignment.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Information Technology (IT) Management Series 2210 (Alternative A).

BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT:
Individuals must have IT-related experience demonstrating each of the four competencies listed below.
  1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
  2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
  3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-03, equivalent to the next lower grade GS-13 or equivalent in other pay systems. Specialized experience is experience directing, organizing, and leading personnel in the successful execution of IT policy and projects pertaining to Cybersecurity, Resource Management, Quality Assurance, Force Development and Readiness functions.

NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.

ADDITIONAL REQUIREMENTS:
  • At least six years of supervisory experience in the GS-13 or equivalent position required.
  • Certifications/Licensure: Technical certification in related field preferred. i.e. Network Security
  • DAWIA Certification: Engineering and Technical Management (ETM) Level 2 preferred.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Expert knowledge of the principles, methods, and techniques of cyber, IT, or IM assessment, planning, management, monitoring, and evaluation as well as knowledge of the principles, methods, or tools for developing, scheduling, coordinating, managing cyber, IT, or IM projects and resources, monitoring and inspecting costs, work, and contractor performance. Ability to lead and manage information systems planning, development, implementation, operation, and maintenance as well as ability to make decisions or recommendations that significantly impact important agency cyber, IT, or IM policies or programs.
2. Knowledge of the principles, methods, and tools for the coordinated management of cyber, IT, or IM programs to include providing oversight of multiple projects, integrating dependent schedules and deliverables, and related activities such as life cycle management and program governance. Ability to develop and interpret policies, procedures, and strategies governing the planning and delivery of services. Skill in applying new developments to previously unsolvable problems.
3. Knowledge of the principles and methods to identify, analyze, specify, design, and manage functional and infrastructure requirements; includes translating functional requirements into technical requirements used for logical design or alternative technologies or approaches. Ability to research and analyze external products to determine their potential for meeting mission requirements and business needs.
4. Knowledge of concepts, practices, and leadership techniques used to identify, engage, influence and monitor relationships with individuals and groups connected to cyber, IT, or IM work/development efforts. Includes those who are actively involved, those who exert influence over the process and its results, and those who have a vested interest in the outcome. Ability to provide expert technical advice, guidance, and recommendations to management and other technical specialists on critical cyber, IT, or IM issues as well as ability to work effectively with customers to assess their requirements then provide information, expertise, and assistance to satisfy those needs.
5. Knowledge of methods of leadership and supervision to hold others accountable for measurable high-quality, timely, and cost-effective results. Ability to determine objectives, make sound, well informed, and objective decisions, set priorities, cause change, and accomplish organizational goals.
6. Skill in leading productive teams and work centers. Ability to plan, organize, and direct the functions of a unit and lead, mentor, motivate, and appraise subordinate staff.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

A four-year bachelor's degree is required, preferably in Computer Information Systems, Engineering, Business Management, Cybersecurity, or Database and Knowledge Management. In lieu of education, four years of information technology, management or supervisory work experience required
