SPECIALIZED EXPERIENCE: Applicants must have within 120 days, will have 52 weeks of IT-related experience demonstrating each of the following four competencies: Attention to Detail, Customer Service, Oral Communication, Problem Solving AND have at least one year of specialized experience which is equivalent to Federal experience at the next lower grade (GS-13), level, pay band (NH-03), or equivalent (pay schedule, pay band, etc). Specialized experience is described as: developing and maintaining strategic plans; assessing policy needs and developing policies to govern IT activities; providing policy guidance to IT management, staff, and customers; defining current and future business environments; preparing IT budgets; managing IT investment portfolios; establishing metrics to measure and evaluate systems performance and total cost of ownership; identifying and addressing IT workforce planning and management issues, such as recruitment, retention, and training; conducting audits of IT programs and projects; and/or ensuring the rigorous application of information security/ information assurance policies, principles, and practices in the delivery of planning and management services. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
Ideal Candidate: The ideal candidate has strong leadership skills and an extensive expertise in a broad range of IT principles, concepts, and methods used in planning, development, programming, budgeting, acquisition management, implementation, and surveillance of communications-computer systems hardware, software, networking technology, facilities, and personnel. The ideal candidate also has strategic level understanding of organizational requirements, budgetary considerations, and financial information regarding programs and the policies, practices, regulations, and laws concerning the acquisition management process and initiatives. Finally, the candidate must demonstrate ability at a senior level to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Extensive expertise of broad range of IT principles, concepts, and methods used in planning, development, programming, budgeting, acquisition management, implementation, and surveillance of communications-computer systems hardware, software, networking technology, facilities, and personnel.
2. Strategic level understanding of organizational requirements, budgetary considerations, and financial information regarding programs and the policies, practices, regulations, and laws concerning the acquisition management process and initiatives.
3. Demonstrated ability at a senior level to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources.
4. Demonstrated leadership experience planning, organizing, and directing functions and mentoring, motivating, and appraising the staff of an organization through subordinate supervisors.
5. Strong ability to effectively communicate both orally and in writing at the strategic leadership level.
6. Knowledge of organizational requirements, budgetary considerations, and financial information regarding programs and the policies, practices, regulations, and laws concerning the acquisition management process and initiatives.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.You will receive credit for all qualifying experience, including volunteer experience.
