Your resume must demonstrate at least one year of information technology related experience in the federal service or private or public sector demonstrating the following four competencies, as defined:
1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. IT-related experience demonstrating this competency include: Reviews system programs to assess overall compliance with IT/OT plans an policies and alignment with business and operational requirements.
2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. IT-related experience demonstrating this competency include: Coordinates a variety of complex and unusual security issues with other commands, higher echelons, and external organizations to address cybersecurity requirements when there is a lack of complete agreement on methods, procedures, or objectives.
3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. IT-related experience demonstrating this competency include: Interviews candidates for positions in the unit.
4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT-related experience demonstrating this competency include: Evaluates the impact of new guidance on current programs and recommends changes to existing plans and policies to endure compliance and responsiveness.
In addition to having experience demonstrating the four competencies above, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Planning, distributing, coordinating, and monitoring the work assignments of others; 2) Applying advanced IT principles, concepts, methods, standards, and practices sufficient to develop and interpret policies, procedures, and strategies governing cybersecurity during the planning and delivery of services; 3) Providing expert technical advice, guidance, and recommendations to management and other technical specialist on critical cybersecurity issues; 4) Inspiring, motivating, and guiding others toward goal accomplishment; and 5) Implementing the principles, concepts, and mythologies of enterprise cybersecurity requirements sufficient to select and implement environmental control measures, conduct risk assessment, provide quantitative justification of physical security controls, implement and test backup and recovery for network and operational systems, and provide incident response and contingency planning for events arranging from fault disruption to full disaster recovery.
