Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. IT-related experience demonstrating this competency include knowledge of IT security systems, security concepts, standards, and methods as needed to develop and interpret policies and requirements in a manner that ensures the privacy, integrity, and accessibility of systems, networks and data.
2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. IT-related experience demonstrating this competency include interact closely with civilian and military personnel and supervisors at all levels of responsibility.
3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. IT-related experience demonstrating this competency include skill in oral communication techniques sufficient to communicate complex technical requirements to non-technical personnel and sufficient to prepare and present briefings to senior management officials on complex/controversial issues.
4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT-related experience demonstrating this competency include apply new development to previously unsolvable problems; and make decisions or recommendations that significantly influence important agency IT policies or programs.
In addition to the experience demonstrating the four competencies above, your resume must demonstrate specialized experience equivalent to the next lower grade level GS-13 or pay band in the federal service or equivalent experience in the private or public sector.
Specialized experience must demonstrate the following:
- Experience applying advanced IT theories, concepts, techniques, standards, and practices sufficient to accomplish Waterfront Operations assignments by developing and interpreting policies, procedures, and strategies governing the planning and delivery of services throughout the agency.
- Experience applying knowledge of new IT developments and applications (hardware, software, network, telecommunication), emerging technologies and their applications to business processes, and application and implementation of information systems sufficient to design, develop, and manage IT systems that meet current and future organizational requirements.
- Experience applying project management principles, methods and practices including developing plans and schedules, eliminating resource requirements, defining milestones and deliverables, monitoring activities, and evaluating and reporting on accomplishments sufficient to manage assigned projects and to work with other departments to establish priorities for IT investments and build business cases.
- Experience supervising the IT workforce and directing senior leadership, large segments of the Command, and teams with representatives from other Activities/Commands in order to leverage human resources in the accomplishment of mission requirements.
- Experience working well under pressure with a wide variety of people of all levels of responsibility in areas involving development and interpretation of controversial requirements and policy.
