You may qualify at the GS-15, if you fulfill the following qualifications:
A. One year of specialized experience equivalent to the GS-14 grade level in the Federal service:
- Establishing modernization strategy for the DEERS portfolio as directed by DoDI 1341.02.
- Strategic leadership on emerging customer/stakeholder requirements in consultation with the Military Departments and Department of Veterans Affairs.
- Subject Matter Expert on how program and policy changes to DoD benefits and entitlements impacts DoD systems and processes supported by DEERS.
- Comprehensive knowledge of Federal/DoD Information Technology policies and software delivery practices.
- Program oversight activities including Planning, Programming, Budgeting, and Execution, requirements analysis, risk management, acquisition strategy, and cost benefit analysis.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Requirements for the 2210 series as listed below: Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate. For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below.
