Duties
GS-2181-12:
(1) Responsible to the AASF Commander for maintaining the Army aircraft assigned to the AASF in a high state of operational readiness for use in performing the AASF's operational and training missions. Receives from the AASF Commander the mission requirements for operational aircraft. Studies operational requirements and determines aircraft maintenance, repair parts and service required to accomplish AASF mission. Advises and makes appropriate recommendations to AASF Commander on capabilities and requirements of logistical support elements to meet current and projected workloads. Advises, briefs and represents the Commander on status of maintenance and a variety of maintenance related issues and operation of aircraft.
(2) Plans and assigns work to be accomplished by subordinates which are primary Wage Grade employees. Sets priorities and prepares schedules for completion of work. Makes assignments based on priorities, difficulty and the requirements of the assignment, and the capabilities of individual employees. Conducts employment interviews. Recommends employees for appointment, promotion or reassignment. Establishes performance standards. Monitors and evaluates employee performance. Assists employees in reaching performance goals. Informs subordinates of agency policies and programs. Hears complaints and grievances from employees. Resolves those which can be informally resolved, and/or makes recommendations for resolution to appropriate deciding official. Identifies developmental and training needs of employees and provides or obtains training. Approves and/or disapproves leave requests. Promotes acceptance and adherence of programs such as Equal Employment Opportunity, Federal Woman's Program, Physically Handicapped, labor-management relations, and other similar special emphasis programs. Maintains an effective position management program. Assures position descriptions are accurate and positions are operating as intended.
(3) Performs maintenance operational checks (MOC) and limited and general test flights of aircraft to ensure airworthiness upon completion of extensive disassembly for maintenance, repair, replacement or modification of components or aircraft systems. Performs general or limited test flights including test flights of aircraft when ground diagnostic tests cannot determine the safe and/or proper functioning of aircraft components or systems. Assignments may include instruction to and evaluation of maintenance test pilots.
(4) Reviews, analyzes and evaluates materiel status reports and the Army Maintenance Management System (TAMMS) forms and records as well as other available data to insure that maintenance accomplished at AASF is performed in accordance with established standards. Establishes local maintenance policies and procedures within guidelines from AASF Commander and higher headquarters. Reviews and evaluates the efficiency and effectiveness of AASF logistical support operations by comparison with established standards. Adjudicates disputes between subordinates on interpretation of technical information, specifications and maintenance procedures. Directs preparation of appropriate correspondence, reports, forms and records on aircraft maintenance.
(5) Conducts fact finding studies of maintenance costs on supported aircraft. Assists in the evaluation of performance and cost data. Provides information for preparation of the requirements and determines aircraft maintenance, repair parts and service required to accomplish AASF mission operating budget. Maintains close liaison with superior and lateral aircraft logistical support agencies to keep informed and to ensure that the maintenance effort conforms to current Army practices and applicable directives. May represent the AASF Commander in transactions with all levels of organization and authority on matters within assigned areas of responsibility and expertise.
(6) Performs other duties as assigned.

- Required to be a qualified UH-60 Maintenance Test Pilot.
- Must meet the definition of specialized experience by the closing date of the announcement.

SPECIALIZED EXPERIENCE: Applicants must demonstrate the following specialized experience competencies (skills, knowledge, and abilities) to qualify for entry appointments to GS-2181-12 Army National Guard Dual Status Warrant Officer positions. Qualification competencies are determined by three factors: The aircraft operated; the nature and purpose of assignments; and, the degree of hazard. For Army National Guard positions, must have working experiences in civilian aviation programs; or, in military service aviation programs (active duty or reserve components); or, in the Army National Guard Aviation Support facilities; or, in Air National Guard Wing/ Operations Groups. To qualify, the applicant must have at least two years specialized competencies in operating a specific main-frame military aircraft, mission planning, and mission preparation. Experienced in reviewing and analyzing mission tasking, intelligence, and weather information. Experienced in filing flight plans and conducting crew briefings. Experienced in aircraft preflight inspections, aircraft loading, and equipment assessments. Experienced in performing or supervising work procedures involved in navigation, in-flight refueling, search and rescue operations or surveillance and reconnaissance. Competent in conducting or supervising the training of crew members in simple to complex mission specific tasks. Experienced in developing plans and policies, monitoring operations, and advising commanders. Knowledge is required in flight theory, air navigation, meteorology, flying directives, mission tactics, and operating procedures. Experienced in the unit flying, explosive, and ground safety programs in accordance with Department of Defense, Department of the Army, National Guard Bureau, and/or Occupational Safety and Health Administration policies, regulations, and directives.
SPECIALIZED EXPERIENCE: Is experience that prepares the applicant to perform the Dual Status technician duties and responsibilities. To qualify, an applicant's educational-degree study program, military professional and technical training schools or academies, and aviation certifications may apply as substitutions for some specialized experience factors.
MANDATORY QUALIFICATION REQUIREMENTS: Eligibility requirements for Dual Status technician positions in this occupation are based on the candidate's possession of Federal Aviation Administration pilot certificates -OR- appropriate military certifications, military ratings in the main-frame military aircraft of employment, and the required competencies (knowledge, skills, and abilities).
**QUALITY OF EXPERIENCE: Length of time is not of itself qualifying. Candidates' experience should be evaluated based on duties performed rather than strictly on the rank of the individual; however, established compatibility criteria/assignments must be followed. The applicant's record of experience and/or training must show possession of the knowledge, skills, and abilities needed to fully perform the duties of the position.
MILITARY REQUIREMENTS: For Dual-Status Technician positions service affiliation under Title 32 USC 709 is required.
OTHER REQUIREMENTS:
For positions requiring the operation of motor vehicles, candidates must have a valid state driver's license for the state in which they live or are principally employed.
For positions requiring a security clearance (Secret or Top Secret) the applicant must possess or be able to obtain a clearance within one year of appointment.
Education
GS-2181-12 Army National Guard Warrant Officer Positions:
Must have a high school diploma or general education development (GED) diploma. An undergraduate degree from an accredited college/university is optimum. Must have Federal Aviation Administration certifications awarded from accredited civilian aviation programs or must have aviation certifications from accredited military aviation schools.
