In order to qualify, you must meet the
specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions,
Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one
(1) year of specialized experience at the next lower grade
GS-13, or equivalent in other pay systems. Examples of specialized experience includes providing management oversight, organizing, coordinating, directing, and overseeing administrative functions in the areas of requirements generation, manpower, programming, acquisition, and planning the direction of technical and administrative work of a major segment of a critical agency program(s), to include current and future year requirements generation, program execution, modification/ development, sustainment, and support of the most critical and complex systems.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level.
TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
- Knowledge of nuclear enterprise policies, principles, concepts, guidance, procedures, techniques, and methodologies pertaining to advanced qualitative, quantitative, project management, organizational management analysis practices and standards.
- Knowledge of the mission, roles, functions, organizational structures, and operation of DOD and Air Force organizations to provide command level staff guidance and/or methods used to develop, adapt, modify, and apply models to resolve problems or define and clarify alternative solutions.
- Ability to plan, organize, and direct the functions and supervise, mentor, motivate, and appraise the staff of an organization through subordinate supervisors.
- Ability to lead study teams; originate new ideas, projects and methodologies; and execute projects and/or studies within established financial and/or time constraints. Ability to develop and utilize appropriate data collection and analysis techniques.
- Ability to communicate, both orally and in writing, clearly, concisely, and with technical accuracy.
- Knowledge of research study design methods and techniques used in operations, organizational systems assessments entailing unique problems, creativity, and innovative approaches for project management.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
ADDITIONAL CONDITIONS OF EMPLOYMENT:
- Special Sensitive Security Clearances. The investigative requirement CANNOT be waived for special sensitive positions. Must be able to obtain and maintain a TOP SECRET (TS/SCI) clearance with access to Sensitive Compartmented Information (SCI).
- This position is designated by the Air Force as a Test Designated Position (TDP) under the Air Force Civilian Drug Testing Program. As a mandatory requirement for employment in this TDP the incumbent is (a) to refrain from the use of illegal drugs and (b) if requested to submit to urinalyses testing. The selectee must sign a statement acknowledging the position occupied as a TDP.
