Summary

About the Position: This position is located within the Womack Army Medical Center (Dept. of Nursing) located at Fort Liberty, North Carolina. Fort Liberty, North Carolina. Centrally located in the beautiful state of North Carolina, residents enjoy a temperate year-round climate and world-renowned colleges and universities.

Duties

  • Serves as the Assistant Clinical Nurse Officer in Charge (ACNOIC). Assumes the full duties and responsibilities of the Mother Baby Unit in the CNOIC’s absence.
  • Provides, directs, and evaluates the delivery and outcome of nursing care.
  • Performs and oversees the full range of professional nursing duties for antepartum, postpartum, newborn and GYN patients.
  • Assist with the oversight and orientation of new staff, ensuring adequate knowledge and performance of duties prior to independent functioning.
  • Facilitates multidisciplinary care to ensure all patients receive the necessary referrals and appropriate post-discharge care.
  • Assesses the needs of the Mother Baby Unit, coordinates nursing and implements the daily operating agenda to meet mission requirements.
  • Assist with planning and supervising the operations on the Mother Baby Unit Provides coordination and management of patient care to patients and families within a continuum of care.
  • Provides an advanced level of specialized nursing care to patients based on physician's medical care plan and the physical, mental and emotional needs of the patient and family.
  • Serves as subject matter expert and consultant for nursing staff on the unit and other areas of the hospital.
  • Develops or supervises development of nursing care plans and procedures, setting standards of care, prescribing special care and identifying specific nursing problems for all patients on the Mother Baby Unit.
  • Responsible for the completion of nursing reports, records maintenance, and related requirements necessary to reflect treatment and care of patients assigned to this unit.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must maintain a current registered nurse license in a state, territory, or the District of Columbia.
  • Must maintain annual Basic Cardiac Life Support (BCLS). Certification in Neonatal Resuscitation Program (NRP) and Pediatric Advanced Life Support (PALS) required within three months of employment.
  • Incumbent will be required to work on rotating weekends, work on-call and work holidays.
  • Child Care Background is required for this position in accordance with DODI 1402.5 (e) enclosure 5; memorandum dated March 6, 1992 Subject "Criminal History Background Checks on Employees in Child Care Services".
  • Advanced Cardiac Life Support (ACLS) certification is required within one year.
  • Sugar Temperature Airway Blood pressure Lab Work and Emotional Support (STABLE) within one year.
  • Preemployment physical is required.
  • Must rotate shifts, work weekends and holidays, and assume on call status in support of unit contingency plan.
  • Incumbent is required to report for duty during inclement weather, Natural Disasters, and other emergency situations as directed by the Commander.
  • One-year supervisory probationary period required. A one-year probationary period is required if the selectee has not previously met this requirement.
  • Applicants must be able to fulfill credentialing requirements and obtain and maintain appropriate/relevant clinical privileges.
  • This position is a Testing Designated Position subject to pre-employment screening and random drug testing. Selectees will be required to consent to participation in random drug urinalysis testing.

Basic Requirement for Advance Practice Nurse (Nurse Practitioner/Neonatal):

Degree:
A graduate or higher-level degree in nursing from an accredited educational program in the specialty of the position to be filled. This education must have been accredited by the Commission on Collegiate Nursing Education, Council on Accreditation of Nurse Anesthesia Educational Programs, Accreditation Commission for Midwifery Education, or an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained (Note: You must attach a copy of your transcripts.).

RN Licensure: A current, active, full, and unrestricted license or registration as a professional nurse from a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States; and you must have passed the National Council Licensure Examination.

Advanced Practice Nursing Licensure: A current, active, full, and unrestricted license or registration as a Clinical Nurse Specialist in a specialized area of nursing practice from a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States and you must have passed the National Council Licensure Examination.

Foreign Degree: For individuals with a degree from a Foreign Nursing School, official certification from the Commission on Graduates of Foreign Nursing Schools is required.

Exemption: You are exempt from the basic requirements above if you are a current federal employee occupying a position in the 0610 occupational series and have been continuously employed in this occupational series since September 27, 2017, or before. Applicants claiming this exemption must meet the requirement below. Note: You will be required to provide appropriate documentation to the respective Human Resources Office to validate your status.

Degree or diploma from a professional nursing program approved by the legally designated State accrediting agency at the time the program was completed by the applicant.

Active, current registration as a professional nurse in a State, District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

Professional Nursing Experience:
One or more full years of professional nursing experience which includes providing direct patient care to neonates, ordering or interpreting lab results, and performing physical examinations. Performing full range of professional nursing duties for antepartum, postpartum, newborn and GYN patients. This definition of professional nursing experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
