Summary

You will serve as a Supervisory Operations Research Analyst in the Department of Navy of COMUSNAVEUR-COMSIXTHFLEET SEA, Italy.

Duties

  • You will direct administrative and personnel management responsibilities related to the accomplishment of the mission.
  • You will serve as a subject matter expert and must be able to interact with mid-to-senior military and civilian personnel (O-3 to O-6 and GS-12 to GS-15) on a daily basis.
  • You will support staff planning by participating in the development of effects and assessments models to provide feedback and recommendations to the Commander and staff.
  • You will evaluate the potential impact of new technologies and concepts on current systems and policies as they apply to theater strategy and analyzes the feasibility of advanced analytical approaches of radically different proposed policies.
  • You will ensure Individual Development Plans are in place, periodically reviewed, and sufficient to ensure training and development needs of employees are met.
  • You will conduct meetings and briefings to coordinate operations and ensure accomplishment of intermediate and long-range goals.
  • You will provide advice, counsel, or instructions to employees as needed.
  • You will participate in the recruitment cycle for civilian staff members and makes or approves selections for subordinate supervisory and nonsupervisory positions.

  • This position may require travel to places within and outside the contiguous United States which could include remote or isolated sites. You may be required to travel on military and commercial aircraft for extended periods of time.
  • If eligible for permanent change of station, the appointee will be required to sign a transportation agreement to establish a Government time in service requirement of 12 months.
  • Must be able to obtain and maintain a U.S. Passport.
  • May be required to obtain a VISA dependent on the overseas country's laws/regulations.

  • This position is considered Key/Non-Combat Essential. You will be required to provide immediate and continuing support of the expeditionary requirements in other than combat or combat support situations.

Qualifications

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:

1) Applying advanced analytical, mathematical, or statistical theories, principles, concepts, methods, and techniques related to statistical analysis, computer modeling, decision theory, mathematical programming, and economic analysis.
2) Performs extensive research and analysis determining the nature and scope of the process, system, or problem.
3) Conducts analysis and assessment to inform Commander-level decisions for maritime operations.
4) Develop cost, schedule, and resource estimates for studies/analyses to identify the required information or equipment necessary to complete mission analysis in maritime and theater security cooperation operations.

Position may require employee to deploy to sea or other forward-deployed headquarters location to support joint exercise, training or contingency operations. Degree: in operations research; or at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus.
