Summary

This position is located at the VA Sierra Nevada Health Care System (VASNHCS), Reno, Nevada. The Physical Therapy Supervisor, Physical Medicine & Rehabilitation (PM&R) Service has overall clinical responsibility for supervising, planning, and directing inpatient and outpatient Physical Therapy Programs.

Duties of the position include, but are not limited to:

  • Functions as a professional and technical advisor to clinical staff, other allied healthcare professions, program directors, and managers throughout the medical center/facility.
  • Develops and implements Physical Therapy programs.
  • Reviews and updates Physical Therapy manuals based on latest research and clinical practice and works with subject matter experts in other rehabilitation therapies to ensure the same is done across all disciplines in the department.
  • Keeps abreast of current scientific, technological, theoretical and treatment modality changes, as well as, management theory, relating to the provision of therapy care and treatment.
  • Develops and implements Physical Therapy treatment protocols using principles of evidence-based practice to establish and/or improve care guidelines. Evaluates the care given to patients to assure compliance with standards. Works with subject matter experts in other therapies to ensure the same is done in each specialty within the service.
  • Assesses, plans, implements, and evaluates the delivery of all Physical Therapy department staff at the VASNHCS. Identifies patient treatment and/or program problem areas that impact directly on patient care.
  • Performs a full range of supervisory functions which includes interviewing applicants for employment, recommending selections, advancements, promotions, and taking disciplinary action when indicated.
  • Monitors and manages staff leave requests and ensure employee leave is being adequately managed and correctly used.
  • Continually reviews staff performance for conformance to established requirements as prescribed in legal, regulatory and facility guidelines, policies and procedures.
  • Develops, plans, and implements and assists in the planning and developments and implementation of various treatment programs for all Physical therapy department staff.
  • Assists Physical therapy staff in evaluation and treatment of complex and challenging cases. Provides staff education and training as well as providing orientation to new staff members. Identifies training needs of all staff and initiates steps to ensure staff compliance with education/training requirements and credentialing.
  • Plans, implements, and directs the quality assurance activities of the Physical therapy department.
  • Collects and analyzes outcomes data as assigned, documents reports as required, and shares this information with the Rehabilitation Section Chief, PM&RS and other appropriate reporting channels within the organization.
  • Makes recommendations for equipment and budgetary needs based upon the needs of the department. Develops and implements policies and procedures for all Physical therapy department staff.
  • Reviews and update position descriptions and functional statements annually or more frequently as the need arises. Reviews, updates and maintains employee documents, competencies, health care review forms, OPPE/FPPEs, and scopes/privileges.
  • Conducts regular staff meetings to communicate expectations, review policies and procedures, and to disseminate essential information.
  • Coordinates clinics and provides administrative oversight for the on­ site fee or intermittent employees.
  • Assists in the provision of leadership to assure that all activities of the staff are closely coordinated in order to achieve an effective integration of the key elements of patient care, education, training and research.
  • Assists in the development and administration of a human resource management program for all Physical Therapy department employees that maximizes staff performance and job satisfaction and supports labor­ management cooperation.
  • Coordinates and allocates staffing patterns and position management that will support a high-quality Physical Therapy department and demand for complex care, treatments and therapies promoting optimal efficiency and effectiveness. Consistently applying EEO and Affirmative Action Principles.
  • Assists in the development and implementation of a performance improvement program to continually monitor major functions of the Physical Therapy department for quality and appropriateness of care.
  • Assists the Rehabilitation Section Chief, in providing leadership to the Physical Therapy department, which consists of professional and nonprofessional staff.
  • Recommends approval for incentive and special contribution awards and rewards employees for good performance.
  • Completes evaluations of subordinates and reviews evaluations made by subordinate on employees they supervise.
  • Other duties as assigned by management.

Qualifications

Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met.

Basic Requirements:
  • United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
  • Education and experience: The individual must meet at least one of the requirements below:
    • Bachelor's degree in Physical Therapy AND five (5) years of progressively independent experience as a physical therapist.
    • Master's degree in Physical Therapy AND two (2) years of progressively independent experience as a physical therapist.
    • Doctorate degree in physical therapy.
      • NOTE: Prior to 1995 the terminal degree for PT's was either a bachelors or master's degree. In 1995 CAPTE accredited all baccalaureate, master's, and Doctor of Physical Therapy terminal degree programs. Effective 2002, CAPTE changed its scope of accrediting activities of PT education programs to include only those programs that culminate in post-baccalaureate degrees(eliminating the baccalaureate degree). Effective 2015, professional physical therapy education programs have only offered the Doctor of Physical Therapy (DPT) degree to all new students.
      • NOTE: Individuals must be a graduate of a Commission on Accreditation in Physical Therapy Education (CAPTE) accredited college or university. The CAPTE is the only accreditation agency recognized by the United States Department of Education (USDE) and the Council for Higher Education Accreditation (CHEA) to accredit entry-level physical therapy programs. Verification of accredited programs may be obtained from the American Physical Therapy Association (APTA) at www.apta.org.
  • Foreign Graduates: Graduates of foreign physical therapy programs meet the requirements in subparagraph 3b if they have a full unrestricted and current license to practice physical therapy in a State, Territory or Commonwealth of the United States, or in the District of Columbia. The Foreign Credentialing Commission on Physical Therapy (FCCPT) is a non-profit organization created to assist the United States (U.S.) Citizenship and Immigration Services (formerly INS) and U.S. state licensing authorities by evaluating the credentials of Foreign Educated Physical Therapists (FEPTs) who wish to immigrate and work in the U.S. Although the licensing of physical therapists in the U.S. is a right and responsibility of each jurisdiction, foreign educated individuals must undergo an educational credentials assessment for substantial equivalency to the first professional degree in the US. The Federation of State Boards of Physical Therapy (FSBPT) is committed to protect the public and to provide leadership within the field and practice of physical therapy. FSBPT's Foreign Educated Standards Committee has developed standards that represent "best practices" in evaluation services. The Credentials Evaluation Standards were developed with input from the physical therapy credentialing agencies that are licensed to use FSBPT's Coursework Tool.
  • Licensure: Individuals hold a full, current, and unrestricted license to practice physical therapy in a State, Territory or Commonwealth of the United States, or in the District of Columbia.
    • NOTE. Individuals who have or have had multiple licenses and had any such license revoked for professional misconduct, professional incompetency or substandard care, or who surrendered such license after receiving written notice of potential termination of such license by the state for professional misconduct, professional incompetence, or substandard care, are not eligible for appointment to the position unless such revoked or surrendered license is fully restored (38 U.S.C 7402(f)). Effective November 30, 1999, this is a requirement for employment. This requirement does not apply to licensed physical therapists on VA rolls as of November 30, 1999, provided the individual maintains a continuous appointment and is not disqualified for employment by any subsequent revocations or voluntary surrenders of State license, registration or certification.
  • English Language Proficiency: Individuals appointed under authority of 38 U.S.C. chapters 73 or 74, to serve in a direct patient-care capacity in VHA must be proficient in written and spoken English. See Chapter 2, section D, paragraph 5a, this part.
May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).

Grade Determinations: GS- 13 Physical Therapist (Supervisory)
  • Experience. In addition to meeting the basic requirements, one year of progressively complex experience equivalent to the GS-12 grade level.
  • Demonstrated Knowledge, Skills, and Abilities. In addition, the candidate must demonstrate all the following KSAs:
    1. Knowledge of contemporary physical therapy across multiple areas of practice, and the demonstrated ability to apply this knowledge to provide clinical guidance to Staff PTs within the department.
    2. Knowledge of human resources administration, including such functions as the ability to interview and select qualified applicants, monitor and evaluate performance, and maintain effective labor management relations within scope of responsibility.
    3. Ability to effectively supervise, direct, and manage a diverse physical therapy staff.
    4. Skill in forging positive interpersonal relationships and conflict resolution.
    5. Ability to analyze clinically appropriate data effectively to optimize quality, performance, and productivity within the section.
    6. Ability to set priorities, delegate tasks, and solve problems in order to meet multiple deadlines and identify/address organizational problems.
    7. Ability to manage advocacy roles and planning activities within the VA and the greater rehabilitation community.

The full performance level of this vacancy is GS-13. The actual grade at which an applicant may be selected for this vacancy is GS-13.
