Summary

You will serve as a SUPERVISORY POSTAL OPERATIONS SPECIALIST in the Postal Division, assigned at NAVSUP Fleet Logistics Center (FLC-SI) Sigonella, Naples-Rome location of NAVSUP FLC SIG GF, Rome, Italy.

Duties

  • You will be responsible for management of postal finance, registry and personal and Official Mail operations involving a full range of support functions.
  • You will assign work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees.
  • You will be responsible for carrying out EEO policies to assure that qualification determinations, selections, promotions, etc. and awards are made/given without regard to race, color, religion, sex, age, national origin, or disabled veteran status.
  • You will assist in efforts regarding staffing, motivation and training to develop all employees, and ensures equitable consideration for training opportunities and nominations for teams and committees.
  • You will plan work to be accomplished by subordinates, set and adjust short-term priorities, and prepare schedules for completion of work.
  • You will exercise significant responsibilities in dealing with other activity officials and advising higher ranking management officials on military mail operations.
  • You will establish guidelines for types of postal service rendered to include methods of safeguarding funds and equipment.
  • You will disseminate information on the regulations governing control and use of DoD official mail. Recommends and implements changes in consolidation methods in consideration of budgetary use of official mail.

  • This position may require travel to places within and outside the contiguous United States which could include remote or isolated sites. You may be required to travel on military and commercial aircraft for extended periods of time.
  • If eligible for permanent change of station, the appointee will be required to sign a transportation agreement to establish a Government time in service requirement of 12 months.
  • Must be able to obtain and maintain a U.S. Passport.
  • May be required to obtain a VISA dependent on the overseas country's laws/regulations.
  • You will be required to sign the Statement of Understanding for Overseas Employment acknowledging receipt and understanding of the statement of living and working conditions for this location.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the (GS-9) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:1) Demonstrating knowledge of all facets of the Military Postal System (MPS) structure and its relations to USPS operations, policy and specific regulations issued by DoD and DON and applying knowledge regarding postal regulations to daily operations.2) Applying knowledge of postal operations afloat and ashore to include, receiving, shipping, distribution delivery of mail and the employment of postal equipment.3) Applying knowledge of the organization and functions of activities involved in integrated postal logistics support, business and management knowledge to meet mission requirements.4) Utilizing automated material handling systems, security systems and monitoring systems to measure the efficiency and productivity of a variety of postal service programs.

Priority consideration will be given to military spouse preference and family member preference eligible residing in the commute area of the duty location for this position. Commute area is defined as the geographic area surrounding the duty location in which people can reasonably be expected to travel back and forth daily.
