Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Applying recruiting principles, concepts, regulations, and statutes to interpret and apply new policies and directives, to rectify major problem areas in recruiting operations, conflicts, and to resolve broad policy issues, 2) Advising top management officials on issues in assigned recruiting/retention areas of implementing laws, regulations, and policies, 3) Preparing written and oral correspondence and briefing command leaders with recommendation and justification for changes, 4) Researching and creating reports analyzing facts, identify problems, report findings, make conclusions, and recommend corrective or other appropriate action, 5) Negotiating with leadership, particularly when the policy in question is sensitive in nature, has significant public relations implications, congressional interest, or may be unpopular internally or with external organizations.
