Duties

SUMMARY:

PRIMARY PURPOSE: To exercise first level supervisory and managerial authorities as the B21 Sight Activation Task Force (SATAF) Branch Chief within a Major Command (MAJCOM) Headquarters.

DUTIES:

  1. Plans, organizes, and directs the activities of the B21 SATAF Branch, ensuring that the command's strategic futures process complies with legal and regulatory requirements to meet customer needs.
  2. Exercises supervisory personnel management responsibilities.
  3. Applying Air Force nuclear operations and maintenance experience; analyzes, develops, and reports detailed plans, processes, designs, and objectives for executing and fielding Nuclear Deterrent Operation (NDO) modernization programs.
  4. Represents the B21 SATAF Branch with a variety of local, command, and agency functional area organizations.
  5. Documents planning and programming decisions in appropriate formats to meet Air Force and Major Command requirements.

  • This is a Supervisory Position. A 1-year supervisory probationary period is required if applicant selected has not previously met this requirement.
  • Work occasionally requires travel away from the normal duty station. Individual may be required to wok extended hours, overtime, holidays, rotating shifts, and weekends when supporting an exercise or real-world contingency.
  • The employee may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays and/or overtime, etc.
  • Employee must obtain and maintain a Top Secret/SCI security clearance as a condition of employment.
  • The employee may be required to obtain and maintain required professional/technical certifications.

  • This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.

QUALIFICATIONS:
In order to qualify, you must meet the SPECIALIZED experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions- Management and Program Analysis (0343)

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience equivalent to the GS-13 (or higher) grade level or equivalent (may have been obtained in the federal service, military, or public sector). Examples of specialized experience include- In-depth knowledge of a wide range of qualitative and/or quantitative methods for the assessment and improvement of command level plans and programs for conducting major operations such as war, mobilization, deployment, exercise, rescue, PPBS, acquisition, contracting, global strike operations, or similar operations; and Extensive knowledge of agency planning, programming, budgeting, and execution system actions; services requirements process; systems modification and acquisition programs; science and technology; programming actions; manpower and organization; contracting; financial management; policy, doctrine, mission area plans, force structure, and Operational Test and Evaluation (OT&E).

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  1. In-depth knowledge of a wide range of qualitative and/or quantitative methods for the assessment and improvement of command level plans and programs for conducting major operations such as war, mobilization, deployment, exercise, rescue, PPBS, acquisition, contracting, global strike operations, or similar operations.
  2. Extensive knowledge of agency planning, programming, budgeting, and execution system actions; services requirements process; systems modification and acquisition programs; science and technology; programming actions; manpower and organization; contracting; financial management; policy, doctrine, mission area plans, force structure, and Operational Test and Evaluation (OT&E).
  3. Skill in designing and conducting comprehensive studies and preparing solutions to especially broad, important, and severe problems/issues of effectiveness and efficiency of work operations in a major command associated with military operational and contingency areas.
  4. Skill to communicate effectively both orally and in writing, negotiate complex issues, and maintain good working relationships.
  5. Ability to plan, organize, and lead others in studies or projects and to negotiate effectively with management to accept and implement recommendations, where proposals involve substantial resources, and require extensive changes in established requirements, concepts and procedures.
  6. Ability to plan, organize, and direct the functions and staff of the organization through subordinate supervisors, including ability to effectively apply agency personnel, safety, and security regulations, practices, and procedures

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
