Summary

You will serve as a SUPERVISORY PROGRAM MANAGER in the PUBLIC WORKS BUSINESS LINE of NAVAL FAC ENGINEERING CMD WASH.

Duties

  • You will coordinate with stakeholders to manage resources throughout the planning, programming, budgeting, and execution cycle.
  • You will oversee program readiness evaluations, assessments, and internal controls.
  • You will improve Public Works Department performance using data analytics, business process reengineering, and systems deployment.
  • You will identify and execute human capital management strategies, including workforce development and community plans.
  • You will address local Public Works workforce issues by implementing personnel processes.
  • You will supervise and provide technical guidance to subordinates.
  • You will plan and assign work to subordinates, adjust priorities, and set schedules for completion.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:

1. Using financial, human capital, business, and improvement processes (with focus on DON and DoD systems) to make decisions and recommendations in diverse business environments, especially in areas lacking infrastructure for Public Works Business Line (PWBL) processes;
2. Interpreting Federal accounting and budgeting principles, as well as DON and DoD financial systems, to guide program evaluations;
3. Applying measurement techniques to assess PWBL compliance and performance against set objectives;
4. Developing and implementing new solutions for environments lacking the necessary infrastructure to support PWBL processes;
5. Communicating findings, analyses, and recommendations to stakeholders, including senior leadership, other commands, and industry partners;
6. Gathering, analyzing, and interpreting complex performance metrics, drawing conclusions for higher management and external clients; and
7. Conducting management studies, process improvement analyses, and reports to recommend new approaches or procedures.

Term appointments may be extended up to 8 years at the discretion of management and in accordance with applicable regulations. Additionally, you may be noncompetitively converted to a permanent career-conditional or career appointment under specific conditions.
