Qualifications
GENERAL EXPERIENCE:
Experience, education or training in administrative, professional, investigative and/or technical work. Experience evaluating information and/or using analytical skills to disseminate effective communication. Experience in compiling reports, letters, memoranda, etc., and required person-to-person contacts to convey information. Experience using computers and automation systems.
SPECIALIZED EXPERIENCE:
Experience, education, or training involving a thorough knowledge of writing and communication principles, methods and techniques that relate to public affairs of the military. Experience developing new information materials including news releases, fact sheets, brochures, booklets, broadcast spots, etc., that increase communication with the agency's audiences. Experience making on-the-spot presentations to audiences with opposing points of view or erroneous understanding of agency positions. Experience responding timely and appropriately to requests for information concerning agency programs and services.
Education
DUTIES CONTINUED:
- Public Affairs - Plans and supervises all aspects of command information, public information and community relations within the RRBN. Oversees publication of the RRBN newsletters and other informational documents. Targets and services statewide media markets with print, photographic and electronic materials in support of recruiting operations, drives and special events. Creates releases and collaborates with state Public Affairs personnel to arrange for local news coverage of recruiting activities. Coordinates with higher headquarters for the release of information to regional or national media. As RRBN spokesperson, establishes and maintains professional working relationships with local news media representatives, civic and business leaders and other centers of influence within the RRBN area. Prepares and/or reviews speeches, briefings and other material prepared for the RRBN Commander. Monitors the Civilian Aide to the Secretary of the Army activities as applicable to Total Force Initiatives. Ensures photographic coverage of special events. Develops and oversees Social Media engagement strategies implemented at various levels from battalion to recruiter. Ensures appropriate use of National Guard resources by recruiting activities.
- Supervises and directs the work activities of personnel assigned to the Marketing Department including dual status technicians, contractors and active duty personnel. Coordinates, supervises, and evaluates media servicing activities. Provides advice and guidance to subordinates on the application of new or changed policy and/or procedures. Implements programs and procedures for the professional development and training of assigned personnel. Interviews and selects for vacancies within the office. Develops, trains, and leads the RRBN Marketing Advisory Committee (MAC) to provide clarity and direction on specific marketing activities and products.
- Performs other duties as assigned.
EDUCATION:
While a degree is not explicitly required, applicants with the following educational backgrounds will be highly competitive:
- Bachelor's degree in Marketing, Communications, Public Relations, Business Administration (with Marketing focus), Journalism, or a related field.
- Degrees in Digital Marketing, Advertising, or Media Studies may also be considered.
- Equivalent experience in lieu of a degree may be considered if the applicant demonstrates significant expertise in marketing, advertising, and public affairs.
Preferred Qualifications:
- Master's degree in a relevant field (Marketing, PR, Business Administration, Strategic Communications).
- Certifications in Digital Marketing, Media Relations, or Social Media Strategy.

- Skill in conducting market analyses to determine the needs of particular market segments. Ability to analyze effectiveness of various advertising media.
- Knowledge of newsletter publishing and command information techniques.
- Skill in producing innovative written materials to stimulate interest among potential enlistees and create awareness and support among centers of influence and the general public.-- Skill in the use of various social media platforms to amplify messaging.
- Skill in the use of computers and knowledge of desktop publishing techniques.
