Summary

This position is located in 136 Airlift Wing located in Fort Worth, TX. The purpose of this position is to supervise, establish and direct a planned, systematic approach of a quality assurance program designed to provide the maintenance managers confidence that aircraft, aircraft systems, products or supporting processes conform to technical, safety, work load and customer requirements.

Duties

As a SUPERVISORY QUALITY ASSURANCE SPECIALIST (Title 32) with the Texas National Guard, your duties will include, but will not be limited to:

  • Plans, organizes, and oversees the activities of the Quality Assurance Division. Develops goals and objectives that integrate organization and Quality objectives. Establishes, revises, or reviews policies, procedures, mission objectives, and organization design for the staff, as necessary to eliminate work problems or barriers to mission accomplishment, promote team building, and implement quality improvements in response to concerns with regulatory compliance.
  • Plans work to be accomplished by subordinates. Makes decisions on work problems presented by subordinate personnel. Establishes and develops performance standards. Evaluates subordinate personnel.
  • Manages, reviews and develops maintenance policy, advising supervisors and employees on both general policy and specific maintenance matters. Makes decisions and recommendations on technical concerns presented by supervisors.
  • Maintenance Standardization Evaluation Program: Manages the Maintenance Standardization Evaluation Program (MSEP), which provides the Maintenance Group Commander and maintenance managers the visibility to assess and improve the proficiency of the work force, facilitate continuous process improvement, and provide the customer with high quality aircraft and components on time.
  • Manages critical assessment programs such as; Unit Self Inspections, Maintenance Standardization, Operational Readiness, Unit Compliance Inspections, and Staff Assistance Visits.
  • Manages the organization's quality program and elements of the program to gauge compliance with directives, assess established processes, identify deficiencies, implement corrective measures, and improve processes to enhance mission effectiveness and efficiency. Oversees the Consolidated Tool Kit program. Manages the safety and security quality maintenance programs in accordance with applicable regulations and public law.
  • Ensures personnel use proper data collection techniques and procedures for evaluation, inspection and audit programs and a number of related databases and spreadsheets to capture and catalog data elements for trending, cross-tell, and benchmarking.
  • Directs and controls the management of the Technical Order Improvement Program and Suggestion Program for the wing. Assesses unit Reliability and Maintainability concerns to determine if reported R&M deficiencies are caused by unit factors and local conditions versus those beyond the unit's control.
  • Manages critical compliance and configuration management programs. Oversees the Wing Foreign Object Damage and Dropped Object Prevention Program to ensure a sound prevention program is in place to eliminate potential life safety hazards. Oversees the Maintenance Complex responsibilities of the Functional Check Flight , Operational Check Flight, and High Speed Taxi-check, Foreign Object Damage, and Dropped Object Prevention Programs.
  • Manages the Aircraft Weight and Balance, aircraft and equipment impoundment, chaffing, aircraft hot refuel/aircraft-to-aircraft, Product Quality Deficiency Report and Over-G/Over-speed analysis programs.
  • Oversees and approves wing depot-level assistance requests. Reviews as necessary engineering disposition requests to the System Program Office .
  • Manages the Time Compliance Technical Orders and One Time Inspections process. Reviews the applicability of TCTOs, and OTIs to unit maintained equipment, determines surveillance and evaluation coverage based on the complexity of the TCTO/OTI as well as to the criticality of the system or the component to be modified.
  • Manages the Quality Assurance Surveillance Plan to monitor Contractor Logistic Support aircraft or Contract Field Team as the government's on-site Quality Assurance Representative .
  • Represents and speaks for the Maintenance Group Commander with representatives of the National Guard Bureau, System Program Office (SPO) and internally within the Maintenance Complex on issues relating to maintenance processes, procedures, and policies.
  • Serves as the primary technical consultant to production area managers on issues related to quality, military specification, and international quality standards such as the International Organization for Standardization.
  • Collaborates with the Maintenance Group Commander and other squadron commanders to plan, develop and implement numerous long term plans to include;
  • Manages and plans a quality assurance program using a variety of accepted quality assurance procedures such as statistical computations and data collections.
  • Skill in using various computer and software applications to include but not limited to: word processing programs, spreadsheets, email services, databases and database management.
  • Performs other duties as assigned.

Appointment Factor(s): This is an Excepted Service position that requires active membership in a compatible military assignment in the Texas Air National Guard and wear of the military uniform.

  • Currently employed T32/T5 full-time Permanent, Indefinite and Temporary personnel of the Texas National Guard

  • All current members of the National Guard, Reserves, or Active Duty and eligible for immediate transfer into the Texas Air National Guard.

  • US citizens, US nationals or individuals who owe allegiance to the United States and eligible for immediate transfer into the Texas Air National Guard

Military Requirements

For Dual-Status Technician positions service affiliation under Title 32 USC 709 is required.
Military skill set is determined by AFSC/MOS requirements. Upon selection, individuals must be assigned to a compatible military AFSC/MOS in accordance with statutes and National Guard Bureau regulations and must obtain/maintain all requirements of the AFSC/MOS.

Other Requirements:
For positions requiring the operation of motor vehicles, candidates must have a valid state driver's license for the state in which they live or are principally employed.
For positions requiring a security clearance (Secret or Top Secret) the applicant must possess or be able to obtain a clearance within one year of appointment.

Specialized Experience Required

At least 1-year specialized experience, education, or training equivalent to at least the next lower grade (GS-11) involving a thorough knowledge of product or range of products involved, the manufacturing methods and techniques, special processes, test, and performance requirements; and skill in developing plans and programs. Experience possessed by an expert in specialization able to give technical direction to otherwise competent workers. Experience determining operations when difficult and questionable phases of malfunctions are found. Experience which required significant and concrete work accomplishments (i.e., special projects, working groups, or detailing assignments) involving interpersonal contacts in a quality assurance or related field. Experience in dealing with management principles and supervisory responsibility for the function required by type of position to be filled and the organization involved. Experience in managing the function of the work to be performed. Experience which includes leading, directing and assigning work of personnel. Experience that demonstrates practical knowledge in monitoring, controlling, or maintaining the quality of products or services in quality assurance, procurement, inspection, production, or related areas. Examples include: Reviewing production activities and capabilities in light of contract quality requirements. Reviewing written quality or inspection procedures for adequacy, and evaluating the implementation and effectiveness of quality/inspection systems, including sampling plans. Analyzing quality data to detect unsatisfactory trends or weaknesses in the quality/inspection system. Verifying by test or inspection, using sampling inspection or intensive product inspection techniques, that products comply with requirements prior to acceptance. Identifying inadequacies and requesting corrective action. Computing data, summarizing results, and preparing reports or charts depicting pertinent relationships using statistical methods. Investigating customer complaints and deficiency reports, and providing identification of causes to appropriate authorities. Reading, interpreting, and applying technical data such as blueprints, engineering drawings, product specifications, or technical manuals. Reviewing and evaluating supply systems operations and procedures through periodic audits and surveillance inspections.
