SUPERVISORY QUALITY ASSURANCE SPECIALIST (Title 32)

As a SUPERVISORY QUALITY ASSURANCE SPECIALIST (Title 32) with the Texas Air National Guard, your duties will include, but will not be limited to:

• Plans, organizes, and oversees the activities of the Quality Assurance Division. Develops goals and objectives that integrate organization and Quality objectives. Establishes, revises, or reviews policies, procedures, mission objectives, and organization design for the staff, as necessary to eliminate work problems or barriers to mission accomplishment, promote team building, and implement quality improvements in response to concerns with regulatory compliance. Plans work for accomplishment by subordinates, sets and adjust short-term priorities if necessary. Evaluates requirements for additional resources.
• Plans work to be accomplished by subordinates. Makes decisions on work problems presented by subordinate personnel. Establishes and develops performance standards. Evaluates subordinate personnel. Establish employee work schedules, deadlines, and production/inspection priorities based on aircraft maintenance status, aircraft mission requirements and other demand needs. Determine how many jobs can be accomplished concurrently with the available manpower and resources. Develops methods and procedures, reviews the work of subordinates in progress and upon completion to ensure that they have met the defined quality and quantity standards. Resolve technical problems of subordinate personnel. Selects candidates for the Quality Assurance Specialist and Technical Order Distribution Office (TODO) positions, taking into consideration skills and qualifications, mission requirements, Equal Employment Opportunity (EEO) objectives.
• Manages, reviews and develops maintenance policy, advising supervisors and employees on both general policy and specific maintenance matters. Makes decisions and recommendations on technical concerns presented by supervisors. Utilizes comprehensive knowledge and ability to interpret Air Force Instructions, Technical Orders, engineering drawings, product specifications, Air Force Occupational Safety and Health (AFOSH) environmental standards, public law, and locally developed policy.
• Maintenance Standardization Evaluation Program (MSEP): Manages the Maintenance Standardization Evaluation Program (MSEP), which provides the Maintenance Group Commander and maintenance managers the visibility to assess and improve the proficiency of the work force, facilitate continuous process improvement, and provide the customer with high quality aircraft and components on time.
• Manages critical assessment programs such as; Unit Self Inspections, Maintenance Standardization, Operational Readiness, Unit Compliance Inspections, and Staff Assistance Visits (SAVs).
• Manages the organization's quality program and elements of the program to gauge compliance with directives, assess established processes, identify deficiencies, implement corrective measures, and improve processes to enhance mission effectiveness and efficiency.
• Ensures personnel use proper data collection techniques and procedures for evaluation, inspection and audit programs and a number of related databases and spreadsheets to capture and catalog data elements for trending, cross-tell, and benchmarking.
• Directs and controls the management of the Technical Order Improvement Program and Suggestion Program for the wing. Assesses unit Reliability and Maintainability (R&M) concerns to determine if reported R&M deficiencies are caused by unit factors and local conditions versus those beyond the unit's control.
• Collaborates with the Maintenance Group Commander and other squadron commanders to plan, develop and implement numerous long term plans to include; Aircraft Modification Plan, Depot Input Plan, force management, weapon system conversions, base supplements, Aerospace Expeditionary Forces (AEF) participation, and others.
• Manages and plans a quality assurance program using a variety of accepted quality assurance procedures such as statistical computations and data collections.
• Skill in using various computer and software applications to include but not limited to: word processing programs, spreadsheets, email services, databases and database management.
• Manages critical compliance and configuration management programs. Oversees the Wing Foreign Object Damage and Dropped Object Prevention Program (DOPP) to ensure a sound prevention program is in place to eliminate potential life safety hazards. Oversees the Maintenance Complex responsibilities of the Functional Check Flight (FCF), Operational Check Flight (OCF), and High Speed Taxi-check, Foreign Object Damage, and Dropped Object Prevention Programs.
• Performs other duties as assigned.

Conditions of employment

Appointment Factor(s): This is an Excepted Service position that requires active membership in a compatible military assignment in the Texas Air National Guard and wear of the military uniform.

Areas of Consideration: Nationwide. This includes:

• Currently employed T32/T5 full-time Permanent, Indefinite and Temporary personnel of the Texas Air National Guard
• All current members of the National Guard, Reserves, or Active Duty and eligible for immediate transfer into the Texas Air National
• US citizens, US nationals or individuals who owe allegiance to the United States eligible for immediate transfer into the Texas Air National Guard.

Military Requirements

For Dual-Status Technician positions service affiliation under Title 32 USC 709 is required.

Military skill set is determined by AFSC/MOS requirements. Upon selection, individuals must be assigned to a compatible military AFSC/MOS in accordance with statutes and National Guard Bureau regulations and must obtain/maintain all requirements of the AFSC/MOS.

AFSC/MOS: 2A or 2W

Enlisted: E-8/SMSgt not to exceed E-9/CMSgt

Other Requirements:

For positions requiring the operation of motor vehicles, candidates must have a valid state driver's license for the state in which they live or are principally employed.

For positions requiring a security clearance (Secret or Top Secret) the applicant must possess or be able to obtain a clearance within one year of appointment.

Qualifications

Individual Occupational Requirements

Undergraduate and Graduate Education: Major study -- quality assurance, statistics, mathematics, production management, industrial management, computer science, engineering, engineering technology, physical sciences, textiles, or other fields related to the position.

OR

Experience in fields such as quality control, quality inspection, contracting and purchasing, supply and storage, industrial or production planning, research and engineering, maintenance, and test and evaluation that provided (1) familiarity with quality assurance or related work, (2) pertinent product or process knowledge and skill, (3) ability to interpret and apply contract requirements and engineering specifications, and (4) skill in dealing with others in person-to-person work relationships.

Specialized Experience (for positions above GS-5): Experience that demonstrated a practical knowledge in monitoring, controlling, or maintaining the quality of products or services in quality assurance, procurement, inspection, production, or related areas. Examples include:

• Reviewing production activities and capabilities in light of contract quality requirements.

• Reviewing written quality or inspection procedures for adequacy, and evaluating the implementation and effectiveness of quality/inspection systems, including sampling plans.

• Analyzing quality data to detect unsatisfactory trends or weaknesses in the quality/inspection system.

• Verifying by test or inspection, using sampling inspection or intensive product inspection techniques, that products comply with requirements prior to acceptance.

• Identifying inadequacies and requesting corrective action.

• Computing data, summarizing results, and preparing reports or charts depicting pertinent relationships using statistical methods.

• Investigating customer complaints and deficiency reports, and providing identification of causes to appropriate authorities.

• Reading, interpreting, and applying technical data such as blueprints, engineering drawings, product specifications, or technical manuals.

• Reviewing and evaluating supply systems operations and procedures through periodic audits and surveillance inspections.

Specialized Experience Required

At least 1-year specialized experience equivalent to at least the next lower grade (GS-11). In addition to the OPM IORs, specialized experience includes experience, education, or training involving a thorough knowledge of product or range of products involved, the manufacturing methods and techniques, special processes, test, and performance requirements; and skill in developing plans and programs. Experience possessed by an expert in specialization able to give technical direction to otherwise competent workers. Experience determining operations when difficult and questionable phases of malfunctions are found. Experience which required significant and concrete work accomplishments (i.e., special projects, working groups, or detailing assignments) involving interpersonal contacts in a quality assurance or related field. Experience in dealing with management principles and supervisory responsibility for the function required by type of position to be filled and the organization involved. AND Experience in managing the function of the work to be performed. Experience which includes leading, directing and assigning work of personnel.
