Summary

You will serve as a SUPERVISORY REALTY SPECIALIST in the Asset Management Section of NAVAL FACILITIES ENG COMMAND MARIANAS.

This position is also subject to a Cost of Living Allowance (COLA) currently set at 11.88%. COLA is subject to change without notice.

Duties

  • You will exercise administrative and technical supervision of a diverse team of Realty Specialists.
  • You will develop and champion ideas to improve the organization as well as train, mentor and coach employees to improve skills.
  • You will effectively manage all types of real estate projects, coordinating all required aspects of a specific real estate project.
  • You will provide advice and assistance, in person and in correspondence to officials of all levels.
  • You will participate in realty planning of acquisition, ingrants, outgrants, management and disposal of interests in real property.
  • You will participate in Command-wide or Navy-wide process improvement initiatives as required and make major recommendations for the determination of projects or program segments to be initiated, dropped, revised or curtailed.

  • This position may require travel to places within and outside the contiguous United States which could include remote or isolated sites. You may be required to travel on military and commercial aircraft for extended periods of time.
  • If eligible for permanent change of station, the appointee will be required to sign a transportation agreement to establish a Government time in service requirement of 12 months.
  • Must be able to obtain and maintain a U.S. Passport.
  • May be required to obtain a VISA dependent on the overseas country's laws/regulations.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
1) Apply laws, regulations, and policies governing real estate functions to realty actions in order to maximize benefits to the government;
2) Use high analytical and negotiation skills to overcome complex and unusual realty actions where existing procedures may not be directly applicable ;
3) Review proposals and specifications used in real estate agreements for naval facilities and provide technical advice;
4) Ensure appropriate project requirement approvals and funding are received and accepted prior to allowing work to start on real estate projects.
