In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions, 1701 Series.
BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT:
Degree: that included or was supplemented by major study in education or in a subject-matter field appropriate to the position.
or
Combination of education and experience -- courses equivalent to a major in education, or in a subject-matter field appropriate to the position, plus appropriate experience or additional course work that provided knowledge comparable to that normally acquired through the successful completion of the 4-year course of study described in A above.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes 1) Knowledge of a wide range of techniques, methods, sources and procedures within the field of research, writing and editing for formal, scholarly publications. Demonstrated experience with the use of the various finding aids appropriate to traditional and on-line library/archives, as needed to locate and identify subject matter sources, document sources properly, verify content, and select supporting information. 2) Expertise in standard word usage, syntax, parallel construction, transition, sentence structure, spelling, capitalization, syllabication, grammar, abbreviation, punctuation, indexing, and format as needed to compose documents and to ensure continuity and lucidity of complex subject matter for formal publications. 3) Knowledge of safety and security regulations, practices, and procedures. 4) Ability to plan, organize, and direct the functions and staff of a small to medium sized organization. 5) Skill and ability in effective and oral communication. 6) Knowledge of military subject matter areas and related terminology such as airpower doctrine and strategy, national and military strategy and doctrine, military history and leadership, deployment of forces, logistic, weapons development and technology, international relations and current events as needed to understand projects and establish rapport with authors. 7) Knowledge of the objectives and goals of Professional Military Education, Air University and the Air Force, as needed, to plan and develop instructional materials.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
- Knowledge of a wide range of techniques, methods, sources and procedures within the field of research, writing and editing for formal, scholarly publications. - Skill and ability in effective written and oral communication, both for preparing manuscripts for formal publication and for exchanging information with a variety of personnel such as students, project officers, authors, editors, instructors, subject matter experts, other production team members, and supervisors so that others follow instructions, consider recommendations, and cooperate to meet deadlines and quality standards.
- Knowledge of military subject matter areas and related terminology such as airpower doctrine and strategy, national and military strategy and doctrine, military history and leadership, deployment of forces, logistic, weapons development and technology, international relations and current events as needed to understand projects and establish rapport with authors.
- Knowledge of the objectives and goals of Professional Military Education, Air University and the Air Force, as needed, to plan and develop instructional materials.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
