Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11 or equivalent in other pay systems. Examples of creditable specialized experience includes which includes knowledge of complex safety and occupational health principles, practices, procedures, laws, regulations, and current legislative issues as they relate to the military installation occupational safety program; the requirements, methods, and techniques of accident/mishap investigation, analysis, resolution of safety problems, and formal reporting procedures; and risk assessment methods and techniques for evaluation of safety and occupational health risks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of accepted Public Health program principles, practices, procedures, techniques, laws, regulations, and current legislative issues as they relate to the military installation Public Health program and to effectively perform project development execution, statistical analysis, training, and advisory services.
2.Knowledge of industrial hygiene, occupational safety, and health principles, practices, procedures, laws, regulations, and current legislative issues as they relate to the military installation Bioenvironmental Engineering program; the requirements, methods, and techniques of accident/mishap investigation, analysis, resolution of Bioenvironmental Engineering problems, and formal reporting procedures; and risk assessment methods and techniques for evaluation of industrial hygiene, occupational safety, and health risks.
3.Knowledge of the principles, concepts, and methodologies of public health including communicable diseases, foreign diseases and their prevention, preventive medicine techniques, epidemiology, occupational safety and health, community environment, bacteriology, microbiology, laboratory techniques, diseases transmissible to man, biophysics, basic anatomy and physiology, medical administration, food and water safety and security, medical intelligence sources, biological warfare/terror agent detection and prevention, and disaster response.
4.Knowledge of standard training techniques, methods, and materials sufficient to develop and present formal training and instructional sessions. Skill in sampling industrial hazards; evaluating public health issues; conducting mishap investigations; analyzing and evaluating hazardous conditions; preparing reports and recommendations and addressing risk assessment methods and techniques for safety code compliance.
5. Skill in the interpretation of engineering drawings and specifications sufficient to identify hazardous conditions in proposed facilities.
6. Ability to plan, organize, and direct the functions and staff of a small to medium sized organization. Ability to communicate effectively, both orally and in writing.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
