Duties

A SUPERVISORY SECURITY SPECIALIST, GS-0080-12,Plans, organizes, and directs all Special Access security activities of the Advanced Program Security Office, ensuring that Information, Personnel, Physical, Industrial, and Automated Information System functional work areas comply with legal and regulatory requirements and meets customer needs. Develops goals and objectives that integrate organization and wing, Air Force, and national objectives. Researches, interprets, analyzes and applies National, DoD, Director of Central Intelligence Directive (DCID), USAF, and MAJCOM policies classifying and protecting special access program systems, national defense, and other sensitive information originated or controlled by the wing and associated personnel. Identifies requirements and initiates requests for additional resources including personnel, overtime, equipment, supplies, and space to ensure success in meeting goals and objectives. Provides advice to supervisor of significant issues and problems related to work accomplishment. Establishes metrics and analysis systems to ensure actions are timely and reviewed at critical points. Accepts, amends, or rejects work presented by subordinates. Performs self-inspection and presents detailed and comprehensive report with any corrective action taken to supervisor. Follows-up to ensure complete and quality resolution of discrepancies. Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management. Selects or recommends selection of candidates for vacancies, promotions, details, and reassignment in consideration of skills, qualifications, and mission requirements. Develops, modifies, and/or interprets performance standards. Explains performance expectations to employees and provides regular feedback on strengths and weaknesses. Holds employees responsible for satisfactory completion of work assignments. Appraises subordinate workers performance ensuring consistency and equity in rating techniques. Recommends awards when appropriate and approves within-grade increases. Hears and resolves employee complaints and refers serious unresolved complaints to higher level management. Initiates action to correct performance or conduct problems. Effects minor disciplinary measures such as warnings and reprimands and recommends action in more serious disciplinary matters. Represents Wing with a variety of installation and functional area organizations. Establishes, develops, and maintains effective working relationships with DOD, AF, SAF/AQ, MAJCOM, Wings, Groups, Squadron and civilian contract agencies. Meets with key customer and coordinating officials to assess customer satisfaction, explain organization policy and procedures, and resolve problems that arise. Manages the Special Access Industrial Security Program for the Installation as needed. Reviews solicitation and contract documents to ensure they include the appropriate security clauses and language. May review DD Forms 254, Contract Security Classification Specifications, for technical accuracy and sufficiency of classification guidance prior to approval. May conduct initial facility security clearance surveys of contractor facilities to determine their ability to work with and store classified and sensitive information, including information generated or stored in Automated Information Systems (AIS); provides for proper personnel security administration, such as proper visitor controls; and physical security provisions and safeguards. Assists and oversees the implementation and administration of the automated information systems (AIS) security program as needed. Ensures DOD, DCID, USAF, and ACC policies and directives for the classification, protection, and configuration of all advanced programs AIS and networks are implemented. Interprets, formulates, and develops AIS security operating procedures to protect national security information.

  • This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.
  • May be required to successfully complete a probationary period
  • Irregular and overtime hours may be required to support operational requirements or contingencies.
  • This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration. This designation will not exceed 14 calendar days per year unless otherwise approved in advance by the TAG.
  • The employee may be required to travel in military and/or commercial vehicles to perform temporary duty assignments.
  • The employee is required to maintain a Top Secret clearance with SCI eligibility
  • The employee may be required to travel TDY, sometimes on short notice, traveling in military/commercial aircraft or by any other designated means
  • This is a deployable position.
  • This is a Drug Testing Designated Positionn. The employee is subject to random drug testing (IAW HQ-USAF letter dated 29 JAN 90)

GENERAL AND SPECIALIZED EXPERIENCE QUALIFICATIONS REQUIREMENTS:
1 year equivalent to at least next lower grade level. Experience in managing the function of the work to be performed. Experience which includes leading, directing and assigning work of personnel. Experience, education or training in collecting and analyzing data effectively, efficiently, and accurately. Able to apply procedures and directives by reading and interpreting technical material. Ability to communicate clearly and effectively orally and in writing, using presentation and report formats. Demonstrated ability to follow directions, to read, understand, and retain a variety of instructions, regulations, and procedures. Learned ability to assess the surrounding environment to recognize immediate risk levels. Must have the education and validated understanding of the basic principles and concepts of the occupational series and grade for one of the seven organizational program disciplines and its applicable Security Series career.

  • Area 1: Current On-board Title 5 Employees (Tenure: 1-Career, 2-Conditional, 3-Indefinite or 4-Term ) - Only those current Minnesota National Guard employees who are in permanent, indefinite, or term technician status as result of being competitively hired by the Minnesota National Guard or Office of Personnel Management agency. This does not apply to Temporary Technicians or Temporary Employees
  • Area 2: Current On-board Excepted Title 32 Technicians (Tenure: 1-Career, 2-Conditional, 3-Indefinite) - Only those Minnesota National Guard employees who are in permanent technician status as result of being competitively hired within the Minnesota National Guard agency.
  • Area 3: Current On-board Federal Employees (Tenure: 1-Career, 2-Conditional, 3-Indefinite?) from another Federal Agency nationwide who are in permanent technician status as result of being competitively hired within that agency. I.e. Title 5 employed outside of the MNNG, Title 5 USAFR.
  • Area 4: All federal re-employable eligible employees. (used as a way to attract federal experience without considering all U.S. Citizens - can reach retirees)

Basis for Rating Area 5: Qualified candidates will be assigned to one of three quality categories: Best Qualified, Highly Qualified and Qualified. Veteran preference eligible are listed ahead of non-preference eligible within each quality category.
