Duties
The AFRL/RQOS, Security Branch seeks to hire a DO-0080-03 (GS-14 equivalent), to serve as Chief at Wright Patterson, OH. Position duties include, but are not limited to:
- Serve as the Directorate Chief of Information Protection and principal advisor to the AFRL/RQ Director and & Organizational Senior Functional for all RQ sites.
- Branch chief in Integration & Operations Division--serves as a first-level supervisor overseeing government civilian personnel and manages contractors, if any, supporting branch functions.
- Ensures the security of the system throughout its life cycle and the protection of sensitive, classified, and Critical Program Information (CPI). Develops and evaluates security/protection related sections Request for Proposal (RFPs), Statements of Work (SOWs), CDRLs, Source Selection Criteria and Standards, and advises source selection authorities as required.
- Develops/reviews Contract Security Specifications (DD Form 254) to ensure required security instructions are on contract. Requests, processes, and coordinates waivers, exceptions, and variances to contractual security requirements.
- Plans, develops, directs, administers, evaluates, implements, and maintains support to cybersecurity initiatives concerning the protection of classified and sensitive information transmitted/disseminated throughout the cyber environment. Ensures system access controls and security procedures adequately protect and safeguard hardware, software, and sensitive data processed, stored, used, produced, or transmitted in the system. Identifies and evaluates security threats and vulnerabilities and provides program management with options and resource requirements for mitigating the risk(s).
- Maintains awareness of policies, regulations, and other guidance related to the branch's functional responsibilities (Physical, Industrial, Information, Personnel, Operational Security, and Intelligence oversight and support), and ensures effective processes and practices are in place to meet both mission and compliance requirements.
- Administers through subordinates, the S&T Program Protection Planning process and requirements. Identifies and validates program security needs through evaluation or development of security elements and coordinates risk decisions with applicable authorities though the Program Manager(s). Supports RQ Chief Engineer in reviews of authoritative technical reports, articles, papers, & presentations to present to internal and external senior leaders, officials, & professional conferences.
- Provides technical expertise in integrating all security disciplines into program security efforts to mitigate risks of compromise, unauthorized disclosure, or damage to weapon systems, program/system information, and its components. Examines security initiatives, protection measures and processes for horizontal application across AFRL/RQ Directorate. Develops goals and processes that integrate security into the organization's mission. Assesses and revises policies and procedures as needed to find ways to improve quality, timeliness, and efficiency. Directs, coordinates, and has oversight of security contractors. Represents organization with DoD, USAF, HQ AFMC and various Center organizations as well as government customers and contracted organizations.
- Directs the security operations for secure collateral, SAP and SCI facilities which support numerous AFRL stakeholders.
- Collaborates in developing, establishing, implementing, & controlling security aspects of research programs to drive cost, schedule, and performance through designated phases of the acquisition cycle.
- Fosters and encourages a climate of innovation and continual improvement across the branch's spectrum of functional responsibilities.
- Cultivates & sustains a professional atmosphere of cooperation, cohesion & teamwork. Communicates, collaborates, & provides counsel to internal & external customers, universities, & industry.
