IOWA ARMY NATIONAL GUARD - TITLE 32 EXCEPTED SERVICE POSITION
This position is open to current on-board Title 5 and Title 32 employees of the Iowa Army National Guard. Military membership is required.

Duties

As a SUPERVISORY SUPPLY TECHNICIAN, GS-2005-9 your duties are below.

  1. Supervises a group of subordinates (usually three or more) in performing supply work. The subordinates are normally assigned to teams with each team having a team chief.
  2. Plans, assigns, directs and reviews the work of subordinates. Explains work requirements, methods and procedures and gives special instructions on difficult or different operations. Ensures that the quantity and quality of work performed are acceptable. Requests filling of vacancies, recommends promotions, reassignments or other status changes. Makes recommendations in the selection of subordinates. Approves and disapproves leave and recommends action in unusual cases. Formulates training plans for subordinates and recommends training courses. Informs subordinates in matters of personnel management, equal employment opportunity, position classification and position management.
  3. Responsible for the property book operations of the organization in the areas of inventory management, storage management, equipment coordination and supply management. Ensures the property book sections periodically perform asset visibility rebuild to validate data in the asset visibility files. Is accountable for various categories of property.
  4. Maintains property book accountability utilizing an automated system and related computer programs to account for property. Establishes hand receipt files for each unit, whether separate or organic to battalions of the brigade, and maintains accountability by he use of hand receipt listings. Assures that all authorized property is on hand or has been requisitioned to assist in maintaining the highest level of readiness for the brigade. Coordinates the assignment and transfer of equipment assets to enhance mobilization readiness. Schedules and directs the conduct of periodic inspections, inventories and change of hand receipt accounts to assure supplies are serviceable, properly stored, maintained and accounted for as required by competent authority. Reviews reports of survey to determine accountability incase of loss or damage to property. Provides written guidance and directives of the requirements involved during the change of primary hand receipt holder.
  5. Establishes quality edit procedures and oversees the edit of all documents. Ensures that documents are accurate prior to entry into the automated system. Establishes administrative procedures and oversees the flow of documents and reports through the Property Book Office to assure complete, accurate, and timely submission of data. Review and analyze listings and reports produced by the automated system, resolves problems on error listings, and provides guidance to personnel assigned to the Property Book Office. Performs continuing analysis of the property accounting and equipment status reporting system to assure data provided is complete, accurate and timely.
  6. Coordinates with the USP&FO and subordinate units of the brigade on the lateral transfer and/or turn in of excess property. This includes analyzing the proposed transfer/turn in action and its impact on readiness. Coordinates annual supply reconciliations with the USP&FO. Also coordinates the processing of backorder reconciliations and equipment status profiles.

NATIONAL GUARD MEMBERSHIP IS REQUIRED: This is an excepted position that requires military membership in a compatible military assignment in the Iowa Army National Guard. Selectee will be required to wear the military uniform. Acceptance of this excepted position constitutes concurrence with these requirements as a condition of employment.

SECURITY CLEARANCE REQUIREMENT: Employment is subject to attaining and maintaining a clearance as required by this position. MINIMUM REQUIREMENTS:


SPECIALIZED EXPERIENCE REQUIREMENTS: GS-2005-9: Must haveexperience in the following:

  • 1-year specialized experience equivalent to at least the next lower grade.
  • Experience in managing the function of the work to be performed.
  • Experience which includes leading, directing and assigning work of personnel.
  • Knowledge of governing supply regulations, policies, procedures, and instructions applicable to the specific assignment.
  • Experience conducting searches for required information; reconstruct records for supply transactions; and/or provide supply operations support for activities involving specialized or unique supplies, equipment, and parts.
  • Experience performing various aspects of supply specialist work based on practical knowledge of standard procedures, where assignments include individual case problems related to segments in one or more major areas of supply management.
  • Experience which required person-to-person contacts to convey information and ability to compile reports, letters, memoranda, etc.
  • Experience controlling supply stocks and accounting for equipment, cataloging, maintenance, and disposal procedures. Completing complex supply transactions; and/or providing supply operations support.
  • Experience coordinating with other organizations on complex and controversial supply issues.
  • Experience analyzing, developing, evaluating to improve supply programs, policies, procedures, techniques, etc.
  • Knowledge on the entire inventory management supply system.
  • Experience providing advice and guidance on supply regulations to upper levels of management regarding supply functions.

Education

Substitution of Education for Specialized Experience -

master's or equivalent graduate degree

or

2 full years of progressively higher level graduate education leading to such a degree

or

LL.B. or J.D., if related
