The primary purpose of this position is to serve as the Director, Nuclear Technology and Integration, directing or supporting the activities of the DoD nuclear enterprise efforts. This position is responsible for all Air Force Nuclear Weapons Center (AFNWC) Intelligence, Mission Assurance (system vulnerabilities & nuclear weapon effects), Nuclear Certification and AFNWC early phase (pre-milestone A) activities, to include, studies, analyses, and technology development/maturation efforts supporting and leading multiple multi-million-dollar technical efforts. Additionally, this position is responsible for supporting the Center's Special Access Program (SAP) activities, as well as the Center's Nuclear Materiel Management (NMM) and integration Program Executive Officer duties, in support of the Nation's nuclear deterrence mission.
Candidates should have a strong background in professional engineering principles, methods, and techniques to effectively apply advanced engineering theories and practices across multiple weapon systems and platforms. Furthermore, the candidate will assess the impact of emerging technology on current systems and processes to formulate recommendations and solutions.
DUTIES:
- Serve as a nuclear weapon system technical expert, which will lead, manage, direct, and is responsible for activities either directly, or in support of, current and new DoD funded acquisition efforts.
- Exercise supervisory personnel management responsibilities at least 25% of the time. Plan work to be accomplished by subordinates, set and adjust short- and long-term priorities, and prepare schedules for completion of work.
- Maintain continuous assessment of AFNWC systems development, production, and sustainment programs to assure proper technical continuity and currency as related to nuclear certification, vulnerability assessments, nuclear weapons effects, intelligence activities, and future nuclear capability development. Primary emphasis is devoted to assessing intelligence information, analysis of alternatives, and technology related to next generation nuclear systems. Emphasis is also placed on the integration of nuclear surety across the Department of Defense and Department of Energy with other systems and subsystems (such as nuclear command and control).
- Keep abreast of National Nuclear Security Administration (NNSA), National Laboratories (i.e., Lawrence Livermore, Los Alamos, and Sandia), the Intelligence Community (IC), Navy and industry developments in technical areas. Provide integration and development technical expertise across AFNWC.
- Provide AFNWC with an expert engineering authority and consultant on technologies & operations, that, are applicable for weapon system integration, to meet the intended design and performance-based specification, while minimizing life-cycle costs for current and new weapons systems.
- Provide Intelligence Community (IC) and National Laboratory interface between AFNWC, DOE laboratories and the Air Force Research Laboratory and promote the technology transfer of advanced concept laboratory projects to AFNWC systems applications integration.
- As a technical expert, chair study teams conducting evaluations of AFNWC systems, ascertain the impact of significant technological breakthroughs on systems, and select a best approach from competing approaches to achieve operational capability and technological applicability.
- Direct the course that technical studies should take, culminating in productive solutions. The results of these technical efforts are usually carried through channels by personal, oral presentations, and reports by the incumbent to AFNWC leadership, Air Force Material Command (HQ AFMC), Air Force, and/or the Department of Defense (D0D). Serve on Air Force inter-agency, other government agencies, NNSA and industry technical panels and committees as an advisor in the broad areas of conceptual design and early systems engineering for development planning.
- Advise staff and senior leadership on the proper methods for assessing technology development and integration regarding development and production of nuclear weapons systems. Exercise originality and nuclear technical expertise in planning, managing, and evaluating the technical engineering functions involved in concept development, planning, testing, and modification of advanced technology applications in current and future development projects.

- Required to handle and safeguard sensitive and/or classified information in accordance with regulations to reduce potential compromise; employee must obtain and maintain a Top Secret, Sensitive Compartmented Information (SCI) security clearance.
- Must qualify for the Special Access Program access.
- Locations are not negotiable. The actual duty locations available may be located on the Air Force Civilian Service website.
- In accordance with the Ethics in Government Act, 1978, employee may be required to file an OGE Form 450, Confidential Financial Disclosure Report, upon appointment and will be required to file annually.
- Supervisory requirements may be required depending upon the position being filled.

- This position has been designated as an acquisition position and is covered by the Acquisition Professional Development Program (APDP). This is a Critical Acquisition Position (CAP).
- Employee must meet Defense Acquisition Workforce Improvement Act (DAWIA) requirements, which includes achieving Engineering and Technical Management “Practitioner” certification category within the required timeframe after appointment.
- This position also requires the employee to engage in acquisition continuous learning activities achieving 80 Continuous Learning points every 24 months.
- The selectee must meet, or be capable of achieving the APDP certification as designated on the position description within the defined grace period for that certification level after assignment.
- Selectee must execute a written agreement to remain in Federal service in this position for at least three years.
- In signing such agreement, the employee does not forfeit any employment rights, nor does such agreement alter any other terms or conditions of employment.
- This position may require travel. Subject to Temporary Duty Assignment (TDY) by military or commercial aircraft approximately 30 days per year.
- Employee may be required to work overtime.
- This is a drug testing designated position. The incumbent is subject to pre-employment drug testing as a condition of employment, and participation in random drug testing.

KNOWLEDGE, SKILLS AND ABILITIES:
- Expert and authoritative knowledge and experience is required in multi-disciplinary engineering fields (Nuclear Engineering and nuclear weapon system technical knowledge desired) related to the development of Air Force nuclear weapon systems, with demonstrated knowledge of the policies, practices, regulations, and laws concerning the technical management process and initiatives.
- Substantial experience and expertise in nuclear weapon systems with particular emphasis on the analysis and support of advanced AFNWC systems as well as designing for affordability and supportability. Knowledge of safety and security regulations, practices, and procedures.
- Expert and authoritative knowledge of functions, capabilities, locations, and organization components of AFNWC/NT, related PEO (s) and program offices, DoD/DOE Special Access Programs (SAPs) and other nuclear enterprise organizations. Knowledge of the missions, roles, functions, organizational structures, and operation of the DOD, Air Force, NNSA and organizations that govern, interface with, and/or influence the nuclear systems acquisition process.
- Skill to plan, organize, and direct the functions and staff in critical aspects of development and production, support of systems, subsystems, or equipment and to coordinate various aspects of systems acquisition such as engineering, contracting, financial management, configuration, test, and manufacturing.
- Ability to demonstrate leadership and technical skills to identify development goals and objectives, develop comprehensive project plans and when necessary, direct ad hoc teams. Ability to supervise, mentor, motivate, appraise, and work with subordinate supervisors and non-supervisory employees.
- Ability to recognize and clearly define program deficiencies that may be eliminated through improvements or advances in systems, automatic test equipment, and logistics support systems. Ability to communicate both orally and in writing, clearly, concisely, and with technical accuracy.
Education
Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.
