Summary

THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION.

This National Guard position is for a SUPPLY MANAGEMENT SPECIALIST, Position Description Number D0883P01and is part of the PA Deputy Chief of Staff G4, National Guard.

Duties

As a Supply Management Specialist GS-2003-11, you will formulate and implement the comprehensive logistics support plans, policies and logistics, operations support, based on logistics data and requirements obtained from the Joint Force Headquarters (JFHQ) staff, units, USPFO, NGB and other organizations. Develop, coordinate and implement policies, procedures and requirements for unit deployment, inter-service support agreements as approved by the USPFO, emergency support for civil authorities, training exercises support and environmental compliance. Obtain data from the Unit Status Report and the Material Readiness Report to determine and improve logistics readiness. Consolidate all logistics readiness indicators to formulate an assessment of the command logistics readiness of the state. Develop, staffs and implements logistics plans for material fielding, mission support and mobilization. Receives input from the Surface Maintenance Manager (SMM) regarding the Mission Support Plans to support the material fielding plan. Serves as the Information Systems/Automation Security Officer, Physical Security Officer and Safety Officer for the directorate, providing technical oversight throughout the shops and activities of the program. Update Internal Management Control (IMC) Plan projecting 5 years into future for all DCSLOG/G4 branches or activities. Prepare the annual DCSLOG/G4 management controls statement of assurance. Perform other duties as assigned.

This is a Dual Status Excepted Service Technician position in the Pennsylvania Army National Guard.

GENERAL EXPERIENCE: Experience, education, or training which has provided the applicant with a general knowledge of one or more aspects of the supply field. Experience using computer and automation systems.


SPECIALIZED EXPERIENCE: Application must indicate at least 36 months experience, education, or training supervising and/or managing supply personnel and a variety of supply functions. Knowledge on the entire inventory management supply system. Experience coordinating with other organizations on complex and controversial supply issues. Experience providing advice and guidance on supply regulations to upper levels of management regarding supply functions. Experience in managing the function of the work to be performed. Experience which includes leading, directing and assigning work of personnel.

QUALITY OF EXPERIENCE: Length of time is not of itself qualifying. Candidates' experience should be evaluated on the basis of duties performed rather than strictly on the rank of the individual; however, established compatibility criteria/assignments must be followed. The applicant's record of experience, training, and education must show possession of the knowledge, skills, and abilities needed to fully perform the duties of the position to be filled.

SPECIAL NOTE: Per the Merit Promotion and Placement Plan (MPP) if there are more than 15 qualified applicants for each position, by category, a KSA board will be convened in accordance with Chapter 4 of the MP3.
