The USAF Test Pilot School Supply Technician works within the Plans and Programs Division and is responsible for managing receipt, storage, issue, and replenishment of facility technical equipment, office supplies and machines, aircrew flight equipment, and other non-expendable property.

  • Incumbent responds to supply requests in support of unique test requirements, aircrew flight equipment needs, and supply requests in support of the unit's test and flight training requirements.
  • Incumbent determines stock levels needed for non-recurring, specialized items based on usage, inventory, project demands, seasonal demands, changing customer needs, and projected depletion.
  • Incumbent functions as primary equipment custodian. Maintains Custodian Authorization/Custody Receipt File and Custodian Request Logs.
  • Primary International Merchant Purchase Agreement Card (IMPAC) holder.
  • Performs administrative office support function; use multiple office automation software with varied functions to produce a wide range of documents and databases.
  • Handles supply requests in support of unique test requirements, aircrew flight equipment needs, office equipment/supply requirements; and, in general, any requests in support of the unit's test and flight training requirements.
  • Conducts extensive searches for information pertaining to complex and/or unusual supply transactions and patterns to meet requester requirements. Reviews requisitions, supporting documents, and reference material to determine if priority supply action is required, the status of the action, changes in requirements, and unexpected requirements.
  • Determines and takes action to meet required stock levels for non-recurring, specialized items based on usage, inventory, project demands, seasonal demands, changing customer needs, and projected depletion.
  • Conducts extensive research of catalog databases and information to locate most cost-effective available substitutes and new products. Incumbent writes internal technical procedures and instructs others as necessary to ensure all requirements and deadlines are met.
  • Functions as primary equipment custodian. Maintains Custodian Authorization/Custody Receipt File and Custodian Request Logs. Researches allowance and authorization on equipment requests using table of allowances. Prepares Equipment Action Requests and monitors as required. Prepares and monitors equipment transferred to and from unit accountability as required.
  • Primary International Merchant Purchase Agreement Card (IMPAC) holder. Places purchase orders directly with vendors using applicable procedures and restrictions; track and follow-up as required until property is received.
  • Researches pricing information and obtains quotes. Coordinates with and obtains approval from outside agencies as appropriate for purchases requiring special approval. Maintains guidelines and purchase documentation. Maintains expenditure documentation and provides updates to Resource Advisor.
  • Performs administrative office support function; use multiple office automation software with varied functions to produce a wide range of documents and databases. Compiles statistics, status, and other supply information. Develops lists of supply sources for items. Compiles special reports in response to audit, Inspector General (IG), and other requests.

  • The work requires the employee to drive a motor vehicle. An appropriate, valid drivers license is required for this position.
  • Work may occasionally require travel away from the normal duty station on military and/or commercial aircraft.
  • This is a drug testing designated position. The incumbent is subject to pre-employment drug testing as a condition of employment, and participation in random drug testing.
  • Some lifting and moving of heavy objects required (up to 40 lbs)

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management positions located here

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower broadband NJ-01 or equivalent to the next lower grade GS-04 in the Federal Service. Specialized experiences has the ability to perform tasks associated with supply operations and materiel control support pertaining to specialized or unique supplies, equipment, and parts requiring unusual degrees of protection in shipment and storage, or other items that are unique to the organization's mission.

Knowledge, Skills, and Abilities:
  • Thorough knowledge of governing supply regulations, policies, procedures, and instructions.
  • Knowledge of supply functions, operations, program requirements, and work methods.
  • Knowledge of data entry and processing of supply transaction in an automated supply system.
  • Ability to read, interpret, and apply applicable reference material, such as supply regulations, manuals, catalogs, records, orders, etc., to accomplish tasks and resolve complex supply problems.
  • Ability to apply basic analytical methods and techniques to resolve complex supply problems and/or deviate from normal supply management procedures or program requirements.
  • Ability to receive, screen, review, and verify supply documents and resolve discrepancies.
  • Knowledge of office automation software procedures and functions keys to produce a wide range of documents that often require complex formats, such as graphics or tables within text, to edit and reformat electronic drafts, and to update and revise existing databases or spreadsheets.
  • Ability to communicate effectively, both orally and in writing.
Desired Skills:
  • 2 years of experience in the government supply system
  • Experience as an Equipment Custodian using a Government Purchase Card (GPC)
  • Experience in customer service - detail oriented, customer-focused, good communicator and proactive
