Duties
A GS-0201-12, SUPV HR SPEC (MILITARY):
- Exercises supervisory personnel management responsibilities.
- Advises and provides counsel to employees regarding policies, procedures, and directives of management.
- Selects or recommends selection of candidates for vacancies, promotions, details, and reassignments in consideration of skills and qualifications, mission requirements, and EEO objectives.
- Develops, modifies, and/or interprets performance standards.
- Explains performance expectations to employees and provides regular feedback on strengths and weaknesses.
- Holds employees responsible for satisfactory completion of work assignments.
- Appraises subordinate workers performance ensuring consistency and equity in rating techniques.
- Recommends awards when appropriate and approves within-grade increases.
- Hears and resolves employee complaints and refers serious unresolved complaints to higher level management.
- Initiates action to correct performance or conduct problems.
- Effects minor disciplinary measures such as warnings and reprimands and recommends action in more serious disciplinary matters. Prepares documentation to support actions taken.
- Identifies employee developmental needs and provides or arranges for training (formal and on-the-job) to maintain and improve job performance. Encourages self-development.
- Approves master leave schedule assuring adequate coverage for peak workloads and traditional holiday vacation time.
- Discharges security responsibilities by ensuring education and compliance with security directives for employees with access to classified or sensitive material.
- Recognizes and takes action to correct situations posing a threat to the health or safety of subordinates.
- Applies EEO principles and requirements to all personnel management actions and decisions, and ensures all personnel are treated in a manner free of discrimination.
- Periodically reviews position descriptions to ensure accuracy, and the most effective utilization of personnel resources.
- Explains classification determinations to subordinate employees.
- Manages, directs, and executes wide spectrum of force support operations (Personnel, Base Education & Training, Family Readiness, Installation Personnel Readiness, and Base Services) for wing customers which requires the development of policies and procedures unique to each command in an environment of constantly changing priorities and missions.
- Develops policies, coordinates, and performs all force support functions for organizations at all levels of serviced installations.
- Oversees the development and effective implementation of Standard Operating Procedures (SOPs) for all areas of responsibility; and ensures that training needs are planned and implemented on a timely basis to meet constantly changing policy and procedures.
- Provides expert interpretation on regulatory and administrative guidelines in accordance with generally accepted principles relating to a wide spectrum support operation.
- Ensures readiness of personnel in support of contingencies, exercises, and wartime tasking.
- Focal point for all aspects of readiness, base deployment plans, Continuity of Operations Plans (COOP), and emergency action plans.
- Conducts analysis to determine the effectiveness of operations, compliance with established policies and procedures, reliability of transactions and validity of supporting documentation.
- Manages the review of a variety of policies, guidelines, data, documents, reports, processes, and procedures to determine trends and data integrity.
- Identifies actual and potential problem areas and develops actions and tasking to improve operations, correct deficiencies and resolve all discrepancies, differences and problems posed by internal and external sources.
- Executes policy made at higher levels and provides policy, administrative and technical guidance.
- Coordinates and participates in the development and presentation of policy and execution training for customers and staff.
- Incorporates new ideas and methodologies and applies new and innovative practices as appropriate.
- Implements the organization's self-inspection program; reviews formal inspection reports, audits, complaints, and other reports to ensure adverse findings are addressed/corrected within the allotted time frame.
- Directs self-assessment activities of subordinate supervisors.
- Evaluates unit programs to ensure compliance and performs as the squadron focal point for major inspections.
- Directs the preparation, analysis, reconciliation, consolidation, and submission of all required reports within established deadlines to higher level management.
- Monitors the organization's internal metrics and other performance measurement indicators.
- Tracks customer satisfaction and takes appropriate actions to improve customer service when needed.

- Must be able to obtain, within one year of appointment, and maintain the appropriate security clearance of the position.
- This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.
- Position requires ability to establish effective professional working relationships with coworkers and customers, contributing to a cooperative working environment and successful accomplishment of the mission.
- May occasionally be required to work other than normal duty hours; overtime may be required.

Qualifications
GENERAL EXPERIENCE:
Progressively responsible clerical, office, or other work that indicates ability to acquire the particular knowledge and skills needed to perform the duties of the position to be filled.
SPECIALIZED EXPERIENCE:
Must have at least 36 months experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level. Specialized experience is experience that prepared the applicant to perform the duties of the position. An applicant must demonstrate the specialized experience competencies (skills, knowledge, abilities and behaviors) to qualify for a position identified by its position grade and career level. Specialized experience factors encompass human resources program's business competencies, familiarity with the subject matter or processes used in human resources programs associated with DoD, U.S. Army, or U.S. Air Force.

1-year specialized experience must be equivalent to at least the next lower grade.

Experience in managing the function of the work to be performed. Experience which includes leading, directing and assigning work of personnel.
Education
Education Requirements:

Substitution of Education for Specialized Experience:
The applicant's educational-degree study program or military or civilian academic courses may substitute for some specialized experience. Only graduate education may be credited in those few instances where the graduate education is directly related to the work of the position.

- Work may potentially require the employee to be exposed to search and recovery operations in direct response to a military mishap or when providing support to Civil Authorities during an Incident Response as part of domestic operations.
- Military Technicians in the excepted service will wear the appropriate uniform while performing as a Technician.
- Veteran's preference does not apply to National Guard Technician positions in accordance with Title 32 USC 709 (f).

- Knowledge or experience of an administrative nature, which involves the exercise of analytical ability, judgment, discretion, and personal responsibility, and application of a substantial body of knowledge of principles, concepts, and practices applicable to one or more fields of administration or management.
- Ability to plan, direct, and administer force support programs for wing military personnel and associate units.
- Knowledge of the basic concepts, principles, and theories of military human resources management and the ability to adapt these to meet mission requirements of the state.
- Ability to provide management oversight for activities assigned to the Operations section and all non-MPF activities of the Force Support Squadron and provide support to leadership regarding the resources and activities of the organization.
- Skill in planning and scheduling work to be accomplished by subordinates, setting and adjusting short-term priorities; assigning work in consideration of employee skills and mission requirements.
- Ability to develop performance standards and rates subordinates' performance.
- Knowledge to advise employees on work and administrative matters.
- Ability to implement methods and procedures to improve organizational performance;
