Summary

THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION.

This position is for a Supervisor HR Spec (Military), Position Description Number T5864000 located in the Joint Force Headquarters, Marietta, Georgia.

This is a full-time, Excepted Permanent position that DOES NOT require Air National Guard Membership.

Area of Consideration: Open to all United States Citizens.

Duties

As a Supv HR Spec (Military), GS-0201-12, you will:

Plan and schedule work in a manner that promotes a smooth flow and even distribution, set and adjust short-term priorities, and prepares schedules. Assign work to subordinate employees based on organization priorities and consideration of difficulty and requirements of assignments such that the experience, training, and abilities of staff are effectively utilized to meet organization and customer needs. Provide advice, guidance, and direction to employees on a wide range of military human resources and administrative issues. Interview candidates for positions and select or recommend selection of candidates for vacancies, promotions, details, and reassignments in consideration of skills and qualifications, mission requirements, and EEO and diversity objectives. Hear and resolve employee complaints and refer serious unresolved complaints to higher-level management. Effect minor disciplinary measures such as warnings and reprimands and recommends action in more serious disciplinary matters. Identify or consult with subordinate supervisors and Human Resources Specialists on employee developmental needs and provide or arrange for training (formal and on-the-job) to maintain and improve job performance. Encourage self-development. Assess and revise policies and procedures as needed to find ways to improve quality, timeliness, and efficiency of work. Develop, modify, and/or interpret performance standards. Explain performance expectations to employees and provide regular feedback on strengths and weaknesses. Evaluate subordinate worker performance ensuring consistency and equity in rating techniques. Approve/disapprove leave requests.

Serve as the primary advisor to all levels of management that apply to all military personnel management. Oversee the development and administration of multiple military programs in order to maintain or increase overall personnel readiness. Be responsible for military personnel management dispersed throughout the State. In the absence of the Assistant Human Resource Officer (Military), the incumbent of this position may have the overall responsibility for military personnel management's major duties and responsibilities. In addition to supervision, may perform work in one of the specialized branches: Education, Automation, Retirement, Enlisted, Officer, Health Services, Plans and Mobilization Readiness.

Education: Establish the program, develop methods to achieve objectives, analyze the needs of the service members for educational programs, oversee the implementation and operations of the incentives program, and serve as the State test control officer.

Automation: Plan, operate and administer the operation of the military personnel automation systems. Require knowledge of a variety of human resources management functions in order to coordinate actions for this program.

Retirement: Implement DoD and NGB policy regulations in support of service members. Advise service members on retirement benefits, eligibility, and survivor benefits. Issue Notice of Eligibility for retirement benefits to service members.

Enlisted Branch: Implement enlisted personnel management, establish policy and guidelines in accordance with US law, regulations, and directives.

Officer Branch: Implement officer personnel management, establish policy and guidelines in accordance with US law, regulations, and directives.

Health Services: Oversee management of the line of duty, incapacitation pay, warrior transition unit, active duty medical extension, medical retention processing 2, and medical boards. Responsible for the periodic health assessments.

Plans and Mobilization Readiness: Oversee the management of soldier readiness processing, soldier readiness check, mobilization deployment, readiness exercise, liaising with mobilization and demobilization stations, and corresponding training support battalions, army regional command, and the respective mobilization brigade.

Coordinate, convene, and/or participate in one or more of the following boards: Selective Retention, Qualitative Retention, Active Service Management Board, Officer Assignment, Officer Career Management, Select Train Educate and Promote, Standby Advisory, Awards, etc…

Performs other duties as assigned.

  • This designation will not exceed 14 calendar days per year unless otherwise approved in advance by the TAG.

Qualifications

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

In order to qualify, you must meet the experience requirements described below. You will receive credit for all qualifying experience, including volunteer experience. To qualify based on your experience, your resume must describe at least three years of experience which prepared you to do the work in this job. Specialized experience is defined as:

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).

OR

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Organizational Development, Human Resource Management or Business Administration (Note: You must attach a copy of your transcripts.)

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

You must include months, years and hours per week worked to receive credit for your work and/or volunteer experience. Three years of specialized experience is equivalent to 36 months at 40 hours per week. Part-time hours are prorated.

Education

To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking.
