Summary

You will serve as a SUPERVISOR in the ENTERPRISE COMMUNICATIONS & NETWORKS, CODE 55300 of NAVWARSYSCEN PACIFIC SAN DIEGO CA.

Duties

  • You will be responsible for providing supervision, technical leadership, planning, program development, business development, coordination, and management of all aspects of the projects, personnel, and facilities assigned to the Branch.
  • You will participate in the formulation and implementation of the Division business plan, program development, technical and administrative objectives, working in concert with other Branch Heads to achieve these objectives.
  • You will oversee system integration, engineering and cyber requirements management, testing and validation, software development and support for strategic communications systems.
  • You will anticipate the implications that probable technological changes will have for the branch's projects; and works directly to correct deficiencies or improve the performance of systems, processes, or operations.
  • You will performance evaluations, travel approval, timecard approval, bankcard and purchase request approval, safety and environmental compliance, technical information review prior to public release, personnel and physical security.
  • You will actively support EEO programs and demonstrating a commitment to EEO principles and policies and complying with ongoing special emphasis programs in such areas as the internal management control program objectives outlined in core values.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

I have one year of information technology related experience in the federal service or private or public sector demonstrating the following four competencies, as defined:

1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. IT-related experience demonstrating this competency include: System functionality, performance, reliability, availability and cyber security impact assessments. Engineering requirements traceability management, system development and implementation of cyber security requirements. Test strategy development and test execution oversight in support of new capability deployment. Software development processes and oversight of application development; Emergent taskers in support of program office and Fleet initiatives.
2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. IT-related experience demonstrating this competency include: Serves as part of the Code 553 Leadership Team and participates in the formulation and implementation of the Division business plan, program development, technical and administrative objectives, working in concert with other Branch Heads to achieve these objectives.
3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. IT-related experience demonstrating this competency include: The selectee will exercise civilian leadership principles in carrying our assigned supervisory duties, including coaching and counseling subordinates; actively supporting EEO programs and demonstrating a commitment to EEO principles and policies; complying with ongoing special emphasis programs in such areas as the internal management control program objectives outlined in core values in the management of human resources, property, and procurement and financial responsibilities.
4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT-related experience demonstrating this competency include: The selectee anticipates the implications that probable technological changes will have for the branch's projects. The selectee works directly to correct deficiencies or improve the performance of systems, processes, or operations.

In addition to my experience demonstrating the four competencies above, I have one year of specialized experience equivalent to the next lower grade level (GS-13) or pay band NM-04 in the federal service or equivalent experience in the private or public sector Oversees system integration, engineering and cyber requirements management, testing and validation, software development and support for strategic communications systems. This includes system functionality, performance, reliability, availability and cyber security impact assessments.

This position is in the Science & Technology Reinvention Laboratory (STRL) Human Resource Management System pay band for Department of Defense laboratories.

The pay schedule for all Supervisor Positions will be NM-2/3/4/5/6.

This is a Cyberspace Workforce position, work role code SUPERVISOR, proficiency level advanced the incumbent is required to obtain and maintain qualifications in DoDM 8140.03 Cyber Workforce Qualification and Department of Navy policies.

This position is eligible for ad-hoc/situational telework at the discretion of management.

This position is covered by the Department of Defense Priority Placement Program.
