Duties
As a SUPV IT SPECIALIST (INFOSEC/ NETWORK), GS-2210-13, you will perform the following duties:
1. Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management. Selects or recommends selection of candidates for vacancies, promotions, details, and reassignments in consideration of skills and qualifications, mission requirements, and EEO objectives. Develops, modifies, and/or interprets performance standards. Explains performance expectations to employees and provides regular feedback on strengths and weaknesses. Holds employees responsible for satisfactory completion of work assignments. Appraises subordinate workers performance ensuring consistency and equity in rating techniques. Recommends awards when appropriate and approves within-grade increases. Hears and resolves employee complaints and refers serious unresolved complaints to higher level management. Initiates action to correct performance or conduct problems. Effects minor disciplinary measures such as warnings and reprimands and recommends action in more serious disciplinary matters. Prepares documentation to support actions taken. Identifies employee developmental needs and provides or arranges for training (formal and on-the-job) to maintain and improve job performance. Encourages self-development. Approves master leave schedule assuring adequate coverage for peak workloads and traditional holiday vacation time. Discharges security responsibilities by ensuring education and compliance with security directives for employees with access to classified or sensitive material. Recognizes and takes action to correct situations posing a threat to the health or safety of subordinates. Applies EEO principles and requirements to all personnel management actions and decisions, and ensures all personnel are treated in a manner free of discrimination. Periodically reviews position descriptions to ensure accuracy, and the most effective utilization of personnel resources. Explains classification determinations to subordinate employees. (40%)
2. Plans, organizes, and oversees the activities of the operations section of a CPT squadron, to include both CPT and/or ICS defense operators, as well as operations staff in charge of training, weapons and tactics, planning, and scheduling. Develops goals and objectives that integrate organizational and commander objectives. Plans work for accomplishment by subordinate flights, sets squadron operational priorities, and approves operational schedules and commitments based on mission requirements, commander's intent, organizational capabilities and customer needs. Develops/publishes direction and/or guidance for subordinate flights and operations staff members in order to implement operational plans, schedules, and commitments. Reviews work and management techniques of subordinate supervisors. Makes decisions on work problems presented by subordinate supervisors. Ensures CPT and/or ICS defense operational members are current in required training and certifications to maintain mission readiness. (30%)
3. Reviews incoming tasking orders, plans, or requests for forces and prepares summaries for review. Determines capability of operations personnel to meet requirements specified in tasking orders, plans, or requests for forces; identifies limitations concerning equipment capabilities, personnel, etc.; and coordinates with tasking activities from government agencies on requirements. Develops supplemental plans to commit personnel and equipment in support of missions assigned by the group or higher headquarters, as well as local emergency plans. Advises higher headquarters and others, both in and outside the state, on preparation of operations plans and orders annexes. (30%)

MILITARY REQUIREMENTS:
Compatible military grade and assignment required within one year of the effective date of placement. This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard. Applicants who are not currently a member of the Ohio Air National Guard must be eligible for immediate membership. Other Requirements:
1. The completion of a current Single Scope Background Investigation (SSBI) according to AFI 31-501, Personnel Security Program Management, is mandatory. NOTE: Award of the entry level without a completed SSBI is authorized provided an interim Top Secret clearance has been granted according to AFI 31-501.
2. The incumbent must be certified IAW DOD 8570.01-M, Federal Information Security Management Act of 2002, Clinger Cohen Act of 1996 and obtain Special Experience Identifier (SEI) 264, Information Assurance - Technical Level II (IAT II), IAW current AF directives.
3. The incumbent must have and maintain local network access IAW AFMANs 33-152, User Responsibilities and Guidance for Information Systems and 33-282, Computer Security.
4. Prior to appointment, an applicant's military medical record must indicate a completed and current medical physical, medical profile, and completed/cleared drug test.
5. Must possess a valid state driver's license to operate government motor vehicles, for the state in which they live or are principally employed, in accordance with Army and Air Force Vehicle Operations Directives.
6. Personnel in technical category positions must maintain certifications, as required by the certifying provider, to retain privileged system access. The Level One (1) certification is required prior to being authorized unsupervised privileged access.
Qualifications
GENERAL EXPERIENCE: All series personnel must be certified at the next higher level before being eligible for that level and must have a minimum of one year on-the-job experience in the grade immediately below the next higher level. An applicant must have a validated understanding of the basic principles and concepts of the occupational series and grade.
SPECIALIZED EXPERIENCE: Must have at least 12 months of Cyberspace program supervisory experiences. Competent in performing the full-range of supervisory duties in regard to subordinates and managing personnel responsibilities. Skilled in advising, coaching, mentoring, and counseling employees to ensure understanding of the Air National Guard personnel programs, policies, to include senior management procedures and directives. Experienced in conducting interviews and selecting candidates for initial hires, reassignments, promotions, or formal details. Must have experiences and competence in regard to identifying Dual Status technician positions' Series qualification and/or certification requirements, training development, and compatible military skills. The supervisory experiences involved leading, planning, and scheduling program work in a manner that promoted smooth flow and even distribution of assigned work requirements. Experiences included training and guiding employees on cyberspace programs andassigning tasks. Supervisory experiences involved balancing mission program work requirements, aligning program policies, and providing advice, mentoring, and a wide variety of directions. Experienced on coaching and counseling employees on behaviors and/or performance issues. Experienced in structuring assignments that created effective and efficient procedures with measured and improved task processes. Must have demonstrated experiences and/or endorsements on employee mentorship competencies that improved working relationships and improved employees' performance. Supervisory experiences provided employees with improved training applications and completion of career development certifications and continuing education course programs. Supervisory experiences involved planning work requirements and assigning work to subordinates. Competent in establishing priorities and preparing schedules for work completion. Skilled in determining assignments based on priorities, degrees of difficulty, and program requirements. Knowledgeable and skilled on establishing performance standards, monitoring, and evaluating employees' performance. Experiences resulted in the employees' increased performance values in quality work, timeliness considerations, and work efficiencies. Must have working knowledge of equal employment and affirmative action programs. Must have experiences in managing and applying equal employmentobjectives, merit principles, performance standards, and diversity objectives. Knowledgeable on procedures and requirements for military and civilian awards and within-grade increase approval protocols. Experiences included resolving employee complaints or initiating corrective measures required for performance, behavior, or conduct problems. Must have experiences in intelligence programs, certifications, and security responsibilities that ensured full compliance with Information Assurance Management programs and security directives for employees with access to classified or sensitivematerial. Skilled and knowledgeable to recognize environmental threats to the health or safety of subordinates and experiences included corrective actions to valid work condition concerns. Skilled and knowledgeable in managing and prioritizes funding and personnel resource needs and executes current year financial programs. Experiences may include planning, organizing and overseeing activities of the operations section of a squadron's Cyber Protection Team (CPT), to include both CPT and/or Industrial Control Systems (ICS) defense operators, as well as operations staff in charge of training, weapons and tactics, planning, and scheduling. Other experiences may include managing, leading, and/or working squadron activities as a cyberspace operators who performed or train other operators to complete CPT, ICS, ACD, C3MS, and NMT tasks, exercises, assessments and projects. Skilled and knowledgeable in managing cyberspace operations weapon system tools. Must have demonstrated abilities to review tasking orders, plans, or requests for forces and experienced in determining operational capabilities. Experienced in preparing unit training assembly schedules and training events that supported unit and mission readiness status reports. Experienced in preparing and/or assessing the Cyber unit's operational plans and execution orders. Must have experiences in coordinating with the Cyber unit's maintenance section to ensure all assigned equipment is in good working condition and ready for each training and mission event. Experiences involved developing plans that committed personnel and equipment in support of missions or local emergency plans. Skilled in performing cyberspace operations that protected the nation or assessed the capability to protect and defend information and information systems. Experienced in providing mission assurances of information systems in regard to availability, integrity, authentication, confidentiality and non-repudiation. Conducted risk and vulnerability assessments of DoD information systems and skilled in identifying associated vulnerabilities, risks, and protection requirements.
Education
An undergraduate degree from an accredited college/university is mandatory. The degree must be in Computer and Information Sciences and Support Services with desired courses in Computer Engineering; Engineering Physics/Applied Physics; Industrial Engineering; Electromechanical Engineering; Electrical, Electronics and Communications; Computer Technology/Computer Systems Technology; Cyber/Electronics Operations and Warfare; Mathematics and Computer Science; Accounting and Computer Science; Computational Science; and Management Information Systems; or Mathematics. A graduate degree in Computer and Information Sciences and Support Services is optimum.
