Duties

THIS IS A T5 EXCEPTED SERVICE PERMANENT POSITION

The primary purpose of the SUPV IT SPECIALIST (PLCYPLN), GS-2210-13, is to serve as the chief of an information management division/branch. The organization provides support for the assigned portion of the command, control, communications and computers (C4) program.

  • Advises and provides counsel to employees regarding policies, procedures, and directives of management. Promotes an environment in which employees are empowered to participate in and contribute to effective mission accomplishment. Plans work to be accomplished by subordinates, sets and adjusts short-term priorities, and prepares schedules.
  • Develops goals and objectives that integrate organization and overall C4 program objectives. Researches, interprets, analyzes and applies applicable C4 guidelines, policies and objectives. Establishes policies and procedures for accomplishment of the organization's C4 mission. Assesses and revises policies and procedures as needed to improve quality, timeliness, and efficiency of work.
  • Meets with key customer and coordinating officials to assess customer satisfaction, explain organization policy and procedures, and resolve problems that arise. Coordinates with other information management organization managers and customers as appropriate.
  • Evaluates reports by analyzing facts and performing appropriate research and prepares detailed responses. Determines appropriate recommendations for unresolved or questionable problems and performs follow-up. Researches and determines or recommends appropriate actions or interpretation of issues that impact organization, installation, command, or agency.

The position resides within the infrastructure and support functions of the state National Guard; the incumbent is not subject to mobilization, nor is the work described part of the military mission; and the incumbent does not perform a key advisory or essential administrative role that is inherently military. In addition, the position must meet one of the following: It does not have a comparable military function; the position is required in full-time (civilian) role when the organization, or similar military position, is mobilized to perform continuing post-mobilization functions; or the position requires a skill or competency that necessitates technical expertise or professional qualifications that cannot be readily found in the military structure of the state military force.

This position conducts information assurance functions. The incumbent shall comply with the requirements of the certification program and will be required to obtain and maintain certification. Certification requirements are outlined in DOD Instruction 8570.01-M.

Security Clearance: at a minimum a National Agency Check is required prior to position assignment.

Qualifications

SUPV IT SPECIALIST (PLCYPLN), GS-2210-13: Must have at least one year of specialized experience, equivalent to at least the GS-12 level, or equivalent pay band in other pay systems in the Federal government. This experience may also have been obtained in the private sector, but must demonstrate that it is comparable to the GS grade indicated. Specialized experience may have been demonstrated by performing duties such as: Plans, organizes, and directs the activities of the organization; Establishes policies and procedures for accomplishment of the organization's C4 mission; Reviews organization mission, functions, and manning; Manages the function of the work to be performed; Leads, directs and assigns work of personnel. Assesses and revises policies and procedures as needed to improve quality, timeliness, and efficiency of work.
