Summary

THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION.

This National Guard position is for a SUPV IT SPECIALIST (PLCYPLN) TITLE 32 TEMPORARY/TEMPORARY PROMOTION, Position Description Number D1542P01 and is part of the NH ARNG DCSIM, National Guard.

Duties

This position serves as the Chief Information Officer with responsibility for serving as the focal point for the State National Guard IT requirements and priorities, including the cybersecurity and privacy programs, enterprise architecture, software application and development, capital planning and investment, infrastructure, and telecommunications support. Interprets Department of Defense (DoD), Department of the Army (DA), federal IT and if applicable state policies in order to manage risk, develop and promulgate IT plans and policies, ensure compliance with prevailing laws, ensure compliance with the Clinger-Cohen Act (CCA), and establish standards and procedures.

  • This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement.
  • Selectee will be required to wear the military uniform.

  • Males born after 31 December 1959 must be registered for Selective Service.
  • Must obtain and maintain a TOP SECRET Sensitive Compartmented Information clearance
  • Participation in direct deposit is mandatory.
  • Must be able to obtain required certifications, as applicable. IAW DoDI 8140, DOD 8570.01M or applicable governing document(s) for Cyber workforce as an IA Technician Level. All certifications are required within 6 months of employment.
  • Must be certified IAW DoD 8570.01-M, Federal Information Security Management Act of 2002, Clinger Cohen Act of 1996 and obtain Special Experience Identifier (SEI) 264, IAW current AF directives.
  • DoW Directive (DoDD) 8140.01 REQUIRED: DCWF 901-EXECUTIVE CYBER LEADER CERTIFICATION: CISM/CISSP

Qualifications

Compatible military grade and assignment required prior to the effective date of placement. This is an Title 32 INDEFINITE excepted service position that requires membership in a compatible military assignment in the employing state's National Guard.

Military Grades: Officer 05 to 06

Compatible Military: Assignments: Must be fully qualified

Must have Information Technology and Cyber Experience.

GENERAL EXPERIENCE: Must have IT-related experience demonstrating each of the four competencies, attention to detail, customer service, oral communication and problem solving.

SPECIALIZED EXPERIENCE: Must have 12 months of specialized experience equivalent to the next lower grade (GS-12). Must have specialized experience, education, and training that approaches techniques and requirements appropriate to an assigned computer applications area or computer specialty area in an organization. Experience planning the sequence of actions necessary to accomplish the assignment where this entailed coordination with others outside the organizational unit and development of project controls. Experience that required adaptations of guidelines or precedents to meet the needs of the assignment. Experience preparing documentation on cost/benefit studies where is involved summarizing the material and organizing it in a logical fashion. Experience and training in defining overall Information Technology (IT) architecture and requirements for the State. Experience and training in Managing the information systems architecture in relation to assigned projects. Experience in reviewing, analyzing and veringes feasibility of implementing a total system design, which includes hardware, software, communication systems and networks.


Must be certified IAW DoD 8570.01-M, Federal Information Security Management Act of 2002, Clinger Cohen Act of 1996 and obtain Special Experience Identifier (SEI) 264, IAW current AF directives. Information Assurance - Technical Level II (IAT II), IAW current AF directives. Position is designated as OV-PL-002 (Cyber Policy and Strategy Planner) within the Defense Cybersecurity Workforce as guided by NIST SP 800-181; National Initiative for Cybersecurity Education, Cybersecurity Workforce Framework.

Education

Substitution of Education for Specialized Experience: Must be IT related education.

Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree

Army National Guard Units

THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION.

This is a Temporary appointment, with a time limit determined by the needs of the agency. Current Technicians selected will retain the appointment status currently in, (i.e., Permanent or Indef) and will be placed on a temporary promotion or appropriate personnel action if selected for this position. Conversion to permanent status may be accomplished if current incumbent denies USERRA or is allocated to another position within the agency.

Area of Consideration: Area 1 Only

Area 1 - Permanent or indefinite Military Technicians (Army and Air) currently employed with the NHNG. This includes NHNG AGR's who are covered under the Uniformed Service Employment and Reemployment Rights Act (USERRA) and have rights back to a Military Technician position.

This position is located at the Joint Force Headquarters (JFHQ-NH) in the Chief Information Officer (CIO/G6) Directorate in Concord NH.
