THIS IS A DIRECT HIRE SOLICITATION - These positions are being advertised through the Direct Hire Authority (DHA) for Scientific, Technical, Engineering and Mathematics (STEM) positions at the GS-11 through GS-15 grade levels (or equivalent) nationwide for enabling simple and strategic hiring to attract top talent to create a workforce for the 21st century where a severe-shortage or critical hiring need has been identified.
GRADE LEVEL REQUIREMENTS:
In addition to meeting the Basic Entry Requirements above, applicants must have the experience listed below.
Specialized Experience: For GS-9, you must have one year of specialized experience equivalent to at least the GS-7 grade level in the Federal service or equivalent experience in the private sector which has given the knowledge, skills, and abilities to successfully perform the duties of this position. Specialized experience for this position includes: having technical judgment in the formulation of statistical data, accuracy and compliance to specifications; monitoring and analyzing program areas and solving statistical problems.
OR;
A master's or equivalent graduate degree, or 2 full years of progressively higher level graduate education leading to such a degree, or a LL.B. or J.D., if related. Qualifying graduate education majors include: statistics, mathematics, economics, international law, public administration, business administration, finance, industrial management, international trade/relations or fields directly related to this position.
Specialized Experience: For GS-11, you must have one year of specialized experience equivalent to at least the GS-9 grade level in the Federal service or equivalent experience in the private sector which has given the knowledge, skills, and abilities to successfully perform the duties of this position. Specialized experience for this position includes: having technical judgment in the formulation of statistical data, evaluating efficiency, accuracy and compliance to specifications; monitoring and analyzing program areas and solving difficult and unique statistical problems.

Substitution for Experience: Possession of a Ph.D. or equivalent doctoral degree in the fields of study listed below is fully qualifying at the GS-11 level.
Specialized Experience: For the GS-12, you must have one year of specialized experience equivalent to at least the GS-11 grade level in the Federal service or equivalent experience in the private sector which has given the knowledge, skills, and abilities to successfully perform the duties of this position. Specialized experience for this position includes: having technical judgment in the formulation of plans for statistical support programs, in the execution of plans, in the interpretation of findings, and in the recommendations; developing action plans to achieve objectives, establishing statistical project schedules and guidelines for the purpose of evaluating efficiency, accuracy and compliance to specifications; monitoring statistical program progress, analyzing program areas and solving difficult and unique statistical problems

Education
To meet Basic Qualifications, all applicants must meet one of the following:
A. Degree: that included 15 semester hours in statistics (or in mathematics and statistics, provided at least 6 semester hours were in statistics), and 9 additional semester hours in one or more of the following: physical or biological sciences, medicine, education, or engineering; or in the social sciences including demography, history, economics, social welfare, geography, international relations, social or cultural anthropology, health sociology, political science, public administration, psychology, etc. Credit toward meeting statistical course requirements should be given for courses in which 50 percent of the course content appears to be statistical methods, e.g., courses that included studies in research methods in psychology or economics such as tests and measurements or business cycles, or courses in methods of processing mass statistical data such as tabulating methods or electronic data processing.

B. Combination of education and experience -- courses as shown in A above, plus appropriate experience or additional education. The experience should have included a full range of professional statistical work such as (a) sampling, (b) collecting, computing, and analyzing statistical data, and (c) applying statistical techniques such as measurement of central tendency, dispersion, skewness, sampling error, simple and multiple correlation, analysis of variance, and tests of significance.

Unofficial copies are acceptable, however, if selected you will be required to furnish official transcripts. It is your responsibility to provide adequate proof that you meet the above educational requirements. Inadequate or illegible information could result in non-qualification and loss of consideration.
Special Instructions for Foreign Education: Qualifying education from colleges and universities in foreign countries must be evaluated in terms of equivalency to that acquired in U.S. colleges and universities. Applicants educated in whole or in part in foreign countries must submit sufficient evidence, including transcripts, to an accredited private organization for an equivalency evaluation of course work and degree. A listing of these accredited organizations can be found on the Department of Education's website - US Department of Education. Another listing of services that an perform this evaluation is available at the National Association of Credential Evaluation Services (NACES). You must provide a copy of the letter containing the results of the equivalency evaluation with a course by course listing along with your application. Failure to provide such documentation when requested will result in lost consideration.
