Duties

  • Provides informal instruction to include accident prevention, safe working practices, prevention methods, risk reduction techniques, occupational disease/illnesses prevention, emergency procedures, and accident investigation.
  • Develops and implements policies and work practices to assure safe, healthful, and efficient operations within the District/Field for permanent and seasonal employees, and volunteers, and the public.
  • Provides technical safety training to supervisors and employees using a wide variety of materials, publications, exhibits, protective devices, and visual aids.
  • Implements policies/programs for safety/health program responsibilities and accountability, training, accident prevention methods/techniques, risk reduction, occupational disease prevention, emergency procedures, and investigation.
  • Evaluates/investigate operations involving hazardous materials, fire, forestry, transportation, use of specialized equipment, protective equipment, recreation, facilities, and road maintenance for hazard control.
  • May be subject to 24-Hour Call Back
  • GS-11: Familiar with Safety Management Systems to analyze mishap trending data to determine contributing factors to devise measures which are feasible in controlling or eliminating actual or potential hazards to public visitors and employees

GS-07: Applicants must have one full year of specialized experience comparable in scope and responsibility to the GS-05 grade level in the
Federal service (obtained either in the private or public sectors) performing the following: (1) Independently conducts periodic safety inspections where low safety and occupational health risks are anticipated including conducting routine investigative work to identify hazards and possible means of elimination and investigating minor accidents. Determines causal factors and identifies ways of preventing recurrences; (2) Provides technical assistance to investigation team members by ensuring external and internal background information, witnesses, and reports are identified and or available; (3) Analyzes accident and injury reports, studying data to discover trends and mishap causes, and to develop recommendations for eliminating and/or controlling the hazards detected; (4) Develops, coordinates, and conducts a variety of standardized safety training programs (e.g.,First Aid/CPR, Defensive Driving, Hazard Communication, Hazardous Material Awareness for First responders and firefighters, Bloodborne Pathogens, off road four wheel drive safety, ATV's, etc.) for managers, supervisors, and employees. Conducts safety training classes to prevent/ reduce common back, eye, and skin injuries; and (5) Assists in developing various reports and working on special projects. Uses advanced automation techniques to integrate and develop special forms and/or means of presenting data so that it will be easily understood, complete and meaningful.

Education: Successfully completed 1 full year of graduate level education or superior academic achievement in a field that demonstrates the knowledge, skills, and abilities required to conduct the work of this position such as safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health or another directly related field.

Combination: Successful completion of a combination of education and experience as described above.

GS-09: Applicants must have one full year of specialized experience comparable in scope and responsibility to the GS-07 grade level in the
Federal service (obtained either in the private or public sectors) performing the following: (1) Applying, safety and occupational health methods and practices sufficient to conduct standard safety inspections and investigate accidents; (2) Conducting surveys to identify and/or evaluate hazardous work operations and conditions; (3) Developing, coordinating, and conducting standardized safety training programs, and/or train and brief managers, supervisors, and employees on occupational safety and health laws, regulations, and guidelines; (4) Obtaining data and information regarding work operations, mishaps, and safety practices; and (5) Communicating with a variety of individuals such as managers, employees, volunteers, and visitors to encourage individuals to observe safety and occupational health regulations and policies.

Education: Successful completion of a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree, in a field that demonstrates the knowledge, skills, and abilities required to conduct the work of this position such as safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health or another directly related field

GS-11: Applicants must have one full year of specialized experience comparable in scope and responsibility to the GS-09 grade level in the
Federal service (obtained either in the private or public sectors) performing the following: (1) Serving as an administrative and technical lead for safety and occupational health programs involving hazards encountered in work operations; (2) Conducting accident investigations to identify causal factors through interviews, study of the sequence of events, and environmental circumstances; (3) Evaluating compliance with safety and occupational health criteria applicable to storage of flammable and hazardous materials, fire protection, ventilation, electrical, water/ gas utilities, and the disposal of waste materials; (4) Devising innovative safety procedures to minimize potential injury and property damage from unsafe conditions and practices; and (5) Communicating with a variety of individuals such as managers, employees, volunteers, visitors, to encourage individuals to observe safety and occupational health regulations and policies.

Education: Successful completion of Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field that demonstrates the knowledge, skills, and abilities required to conduct the work of this position such as safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health or another directly related field.

For all levels: Undergraduate and Graduate Education: Major study -- safety or occupational health fields (safety, occupational health, industrial hygiene), or degree in other related fields that included or was supplemented by at least 24 semester hours of study from among the following (or closely related) disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Work Environment: Work involves a mixture of time in the office, spent traveling and performing field related activities such as inspecting facilities or investigating accidents. May be exposed to a variety of climatic and travel conditions while working in the field. Travel may include flying in small aircraft or helicopters, riding or driving in cars, trucks or off highway vehicles over rugged terrain in remote areas in quickly changing and sometimes hazardous conditions or in extreme hot or cold outdoor temperatures. Additionally, there may be exposure to unusual or potentially dangerous conditions, such as contaminated materials, unexploded ordinance, wild fires, industrial plants with high-frequency noise, scenes of hazardous or toxic material spills and various hazardous chemicals or substances. These environments may require the incumbent to utilize personal protective equipment i.e., metatarsal shoes, hard hat, eye and hearing protection, respirator, and gloves for conducting inspections.
The work requires visits to field locations and inspecting working conditions in various remote locations.

Education

To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking.
