Summary

This position is located in National Parks of Eastern North Carolina, in the Superintendent's Office.

Duties

The incumbent of this position serves as a Safety and Occupational Health Specialist (Safety Manager) for the National Parks of Eastern North Carolina (Group), comprised of Cape Hatteras National Seashore, Cape Lookout National Seashore, Fort Raleigh National Historic Site, Moores Creek National Battlefield, and Wright Brothers National Memorial.

The incumbent is responsible for employee and visitor safety programs for the five-park group. The incumbent provides technical and professional program management and advice to members of all parks/divisions and to the Superintendents on matters pertaining to safety, risk management, and occupational health. The resources of the five park sites are diverse: history of early colonial settlement, Civil War and Freedmen's Colony activities; Revolutionary War history; the site of the first controlled powered flight; lifesaving and lighthouse service historic structures on the seashores; and, dynamic natural resources along 126 miles of barrier islands, visitation by approximately 3.5 million people annually, and impacts of permanent resident populations in private villages interspersed along seashore boundaries create continual challenging issues in balancing user recreational opportunities, visitor enjoyment, and resource preservation.

Duties will be developmental in nature when filled below the full performance level.

Area Information:
The coastal areas of eastern North Carolina are comprised of a number of towns and villages including Manteo (closest town to duty station), Nags Head, Kill Devil Hills, Kitty Hawk, Buxton, Ocracoke, Beaufort, and Morehead City. These areas are beach destinations and the beaches, and Albemarle, Pamlico and Core sounds, provide exceptional recreational opportunities, such as fishing, surfing, boating, and many other water-based activities. There are several highly rated elementary, middle, and high schools and numerous extracurricular activities available for children. These towns all have homes for sale or rent and are within reasonable driving distance. These areas have many modern conveniences, such as grocery stores, retail shopping, banks, a hospital, and many restaurants.   • You may be required to operate a government (or private) motor vehicle as part of your official duties. Prior to your first official motor vehicle operation, and again every year thereafter (or more frequently if management determines such need exists), you will be required to sign an affidavit certifying to your possession of a valid State issued driver's license that is current and has not been revoked, suspended, canceled, or otherwise disqualified in any way to prohibit your operation of a motor vehicle. You will also submit a photocopy of your valid State issued driver's license prior to your first official motor vehicle operation, and again every year, or more frequently if management determines such need exists. Lastly, you may be required to submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that discloses all valid driver's licenses, whether current or past, possessed by you. Qualifications

Requirements Continued:
  • You may be required to work on-call, evenings, weekends, holidays, overtime and shift work.
  • If you are a new employee or supervisor in the Federal government, you will be required to complete a one-year probationary period.

Successful completion of at least a master's or equivalent graduate degree, or 2 full years of progressively higher-level graduate education leading to such a degree, or LL.B. or J.D., if related, with a major study in safety or occupational health fields (safety, occupational health, industrial hygiene), or degree in other related fields that included or was supplemented by at least 24 semester hours of study from among the following (or closely related) disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology. A selectee receiving a first appointment to the Federal Government (Civil Service) is entitled only to the lowest step of the grade for which selected. The display of a salary range on this vacancy shall not be construed as granting an entitlement to a higher rate of pay.

A Relocation Incentive May Be Authorized for a Federal employee when the employee must move, as directed by the National Park Service (NPS) either through a management directed reassignment or selection for employment, to a different location at least 50 miles away from the one where his/her position of record held at time of selection is currently located, due to a need of the NPS. A relocation incentive is not the same as a Permanent Change of Station (PCS) move and, as such, may be granted in conjunction with one another.

Physical Demands: The performance of inspections and investigations of mishaps requires frequent physical exertion such as frequent walking and hiking over rough, uneven, or rocky surfaces, crouching, climbing, stooping, crawling under buildings and in attics, etc. Occasionally is required to ride as a passenger in small watercraft. The use of personal protective equipment (hard hat, steel-toed boots, gloves, eye goggles, and respirators) is required due to exposure to hazardous occupational environments. The interpersonal relationships and conflicts involved with compliance and problem resolution can produce high job stress. Frequent travel away from the incumbent's office is required.

Working Conditions: Incumbent is subject to exposure to operating machines and equipment, hazardous materials, high noise level, hazardous gases, fumes and dust, hazardous waste materials, and other occupational environments. Protective clothing and equipment is required. Incumbent also serves in a staff position in a heated/air-conditioned office setting. However, field work often occurs in rough terrain and under varying weather conditions. Work may be underground, may have exposure to high electrical energy and/or heights. Emergency operations may also require working in nighttime operations, in adverse terrain and all climatic conditions.

The National Park Service has determined that the duties of this position are suitable for telework only during an emergency or natural disaster.

Decisions on requests for RA are made on a case-by-case basis. If you meet the minimum qualifications of the position, after notification of the adjudication of your request, you will receive an email invitation to complete the USA Hire Competency Based Assessments, based on your adjudication decision. You must complete all assessments within 48 hours of receiving the URL to access the USA Hire Competency Based Assessments, if you received the link after the close of the announcement.
