Summary

About the Location: This position is with Safety and Occupational Health Office with the duty location in Long Beach and San Diego, California. Works under the District Safety Manager who provides administrative supervision with respect to budget, staffing levels command safety objectives and priorities.

Duties

  • Performs duties in support of the District Safety and Occupational Health programs.
  • Programs: Safety Program Management; Accident Prevention and Control; Safety Education and Promotion; Accident Investigation; Reporting and Analysis; and Occupational Health.
  • Consults with employees on hazards associated with work conditions, makes recommendations for control measures, and evaluates program success.
  • Prepares District regulations to reduce hazards and risk for District employees and property, specific procedures to reduce risk; applies safety regulations, principles, laws practices and procedures to advise or resolve safety technical issues.
  • Assists in developing and deploying major safety program elements for civilian personnel including, but not limited to, respiratory protection, hearing conservation, driver safety, silica exposure, fall protection and other hazards.
  • Provides consultation and evaluation services to customers including construction plan review.
  • Reviews plans and specifications; proposes recommendations to Project Managers and Resident engineers regarding compliance with this standard.
  • Conducts continuing intensive safety inspections at District installations and at contractor locations to ensure compliance with applicable regulatory requirements.

  • Temporary duty travel is 33% of the year.

Qualifications

In order to qualify, you must meet the education OR experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. GS-09: Specialized Experience: One year of specialized experience which includes assisting in safety program management; accident prevention and control; safety education; and specific safety and health issues related to major construction projects. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).

OR

Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: in safety or occupational health fields (safety, occupational health, industrial hygiene), or a Master's degree in other related fields that included or was supplemented by at least 24 semester hours of study from among the following (or closely related) disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology.

OR

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.

GS-11: Specialized Experience: One year of specialized experience which includes making onsite assessments of safety at major construction projects; writing reports with recommendations for safety improvements; consulting with employees and management on hazards associated with work conditions and making recommendations to reduce risk; and assisting with hazard analysis for major construction projects. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

OR

Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: safety or occupational health fields (safety, occupational health, industrial hygiene), or Ph.D. or equivalent doctoral degree in other related fields that included or was supplemented by at least 24 semester hours of study from among the following (or closely related) disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology.

OR

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

GS-12: Specialized Experience: One year of specialized experience which includes making onsite assessments of safety at major construction projects; advising on various problems which might arise in the area of safety with project and contract personnel on major construction
projects; and performing hazard analysis for major construction projects. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-11).

GS-09 Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent GS-07.

GS-11 Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent GS-09.

GS-12 Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent GS-11.
