Summary

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.

About the Position: At the full performance level, you will serve as a Safety and Occupational Health Specialist responsible for planning and managing a comprehensive safety occupational health program to eliminate or control the risk of injury to personnel assigned to the Kansas City District.

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.

Duties

  • Interprets regulations, provides advice, and prepares written procedures for implementation of accident prevention program including mishap prevention and safe materials handling practices.
  • Inspects work sites at construction and hydroelectric power facilities, public recreation areas, storage and material handling operations, shop machinery and related mechanical processes, protective clothing, and fire suppression equipment.
  • Assists with the medical surveillance program, works with the hazardous and environmental remediation activities.
  • Makes contacts with safety and occupational health professionals outside the District to draw on their expertise in resolving unusual problems and to keep abreast of evolving safety and occupational health technology.
  • Identifies unhealthy conditions, unsafe noise levels, problems where respiratory equipment would be required and potential problems with hazardous and environmental exposures.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience GS-09: One year of specialized experience which includes conducting segments of major safety and occupational health surveys or inspections of various activities and operations and equipment; drafting reports of findings on physical conditions and unsafe practices or situations; and proposing corrective actions for elimination or control of such conditions. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).

OR

Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree with a major study in safety or occupational health fields (safety, occupational health, industrial hygiene), or master's or equivalent graduate degree in other related fields that included or was supplemented by at least 24 semester hours of study from among the following (or closely related) disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology.

OR

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.

Specialized Experience GS-11: One year of specialized experience which includes conducting inspections of industrial facility and operations to ensure compliance with safety and occupational health laws and regulations; drafting and finalizing reports of findings on physical conditions and unsafe practices or situations and proposing corrective actions for elimination or control of such conditions; and analyzing and interpreting laboratory reports to determine the presence of hazardous environmental conditions and the degree of noncompliance with regulatory guidance. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

OR

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree with a major study in safety or occupational health fields (safety, occupational health, industrial hygiene), or Ph.D or equivalent doctoral degree in other related fields that included or was supplemented by at least 24 semester hours of study from among the following (or closely related) disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology.

OR

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
