Summary

Serves as a Safety and Occupational Health Specialist (OSHS) for the Technical Operations, Technical Services Organization with overall authority and responsibility for compliance with federal, state and local Environmental and Occupational Safety and Health regulations. Incumbent reports to the Technical Operations, Technical Services Organization, Environmental Occupational Safety and Health (EOSH) Support Operations Group (EOSG), ESOG Program Support Center.

Duties

Analyzes jobs, processes, products, or other systems to determine the risks to employees. Recommends modifications to workplaces to control or eliminate hazards. Inspects or surveys workplaces for compliance with established safety and occupational health policies or standards and to identify potential new hazards. Reviews project plans and specifications for facilities and equipment to ensure compliance with established EOSH standards. Conducts occupational safety evaluation of hazardous conditions and develops, recommends and assists with implementing abatement plans.

Applies experience and advanced knowledge applicable to his/her discipline to plan and accomplish assignments. Assignments may require knowledge and experience working across functional and/or organizational lines. Typical assignments may include: tracking and analyzing data to ensure compliance with policies and procedures; providing guidance to less-experienced professionals in day-to-day operations; identifying, analyzing, and recommending solutions for complex/difficult problems; and recommending improvements to systems and processes.

Demonstrates considerable independence in planning time and helping managers or program managers to plan and use assigned resources to accomplish projects/programs/activities. May identify and request additional resources, as needed. Assists in providing scopes of work for contract resources required to implement specific aspects of EOSH program operations.

Performs multiple, and varying assignments under the limited direction of a manager, program manager, or more experienced professional. Resolves most problems and work issues without the assistance of a manager, project program manager, team leader, or more experienced professional.

Policies/procedures provide guidance for most assignments, but allow considerable discretion for employee to select the most appropriate approach(es) or recommend new approaches. Assignments often require reviews of policies and precedents under the limited guidance of a manager or other employee.

Work is typically reviewed through status reports and at project completion to ensure technical compliance and alignment with the requirements of the project or other work activity.

Work activities typically impact directly on the objectives of one or more organizational units, major subdivisions, and/or LOB's/SA's and may affect the objectives of the FAA. In some specialties, the work often affects internal and external customers.

Contacts typically are internal and external, with regular contacts among major subdivisions and LOB's/SA's, customers, and other external parties to share information about the FAA and explain the applications of policies and procedures.

I-Band: Incumbent performs similar duties, but with less frequent supervision.

Qualifications

To qualify for this position at the FV-H level you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-G, FG/GS-10/11.

Specialized experience for FV-H includes: Experience inspecting safety or occupational health program elements; working with or knowledge of FAA programs such as the Workplace Inspection Tool. Developing and recommending safety and occupational health policy to higher levels of management; designing or modifying workplaces, processes, products, or other systems to control or eliminate hazards.

To qualify for this position at the FV-I level you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-H, FG/GS-12.

Specialized experience for FV-I includes: Specialized experience includes knowledge of Industrial Health principles and regulations, Occupational Safety principles and regulations, and Environmental Compliance laws and regulations. Such experience must include 2 or more of the following: program management of fall protection, electrical safety, confined space entry, hazard communication, indoor air quality, job hazard analysis, asbestos abatement, lead (Pb) abatement, and waste management.
