This position is being filled using the Alaska National Interest Lands Conservation Act (ANILCA) local hiring authority (16 USC 3198). Any U.S. Citizen who has acquired special knowledge or expertise regarding the natural or cultural resources of Western Arctic National Parklands, by reason of having either lived or worked in or near the unit may apply. See Qualifications section for eligibility requirements.

Duties

Key Duties and Responsibilities

Assists carpenters in the repair, replacement, and construction of building components by performing routine and repetitive tasks under close or general supervision.
Performs basic demolition and site preparation work, including removing rotted or damaged materials, clearing debris, and preparing work areas for carpentry repairs.
Measures, cuts, and handles lumber and other materials following specific instructions and established layouts provided by higher-graded workers.
Uses basic hand and power tools such as hammers, saws, drills, screwdrivers, and measuring tools to perform assigned tasks safely and correctly.
Assists with installation of siding, decking, trim, and other non-complex building elements where measurements and methods are clearly defined.
Loads, unloads, stages, and transports materials, tools, and equipment to and from work sites, including in remote or backcountry locations.
Supports backcountry project logistics by assisting with packing, material staging, and transport by vehicle, aircraft, watercraft, or other approved means.
Follows safety requirements, including Job Hazard Analyses (JHAs), proper use of personal protective equipment, and safe tool handling practices.
Maintains work areas by keeping tools organized, cleaning job sites, and properly disposing of waste materials in accordance with environmental guidelines.
Operates light vehicles and equipment under instruction to support maintenance and construction activities.

Meet Selective Service Registration Act requirement for males.
Selectee will be required to participate in the Direct Deposit Electronics Funds Transfer Program.
You may be required to complete training and operate a four-wheel drive vehicle.
You will be required to wear a uniform and comply with the National Park Service uniform standards. A uniform allowance will be provided.
You may be required to work on-call, evenings, weekends, holidays, overtime and shift work.
You may be required to travel overnight away from home up to 15 nights per month. You must obtain a government charge card for travel purposes.
You will be required to operate a government (or private) motor vehicle as part of your official duties; a valid driver's license is required. You will be required to submit a Motor Vehicle Operator's License and Driving Record. You must also submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that disclose all valid driver's licenses, whether current or past, possessed by you.

May be required to maintain chainsaw certification.

Ability to communicate effectively, both orally and in writing, to supervisors and coworkers for the purpose of understanding work assignments, creating completion reports, and communicating concerns or successes related to the division and the park.

Additional information

A selectee receiving a first appointment to the Federal Government (Civil Service) is entitled only to the lowest step of the grade for which selected. The display of a salary range on this vacancy shall not be construed as granting an entitlement to a higher rate of pay.
This announcement may be used to fill additional positions if identical vacancies occur within 90 days of the issue date of the referral certificate.

Government housing is not available.
All travel, transportation, and relocation expenses associated with reporting for duty in this position will be the sole responsibility of the selectee.
Alaska currently does not have a state income tax.
Selectee may be moved between duty stations within park boundaries.

Physical Demands: Duties require the incumbent to sit, stand, stoop, bend, kneel, climb, crawl, work in uncomfortable positions, and possibly walk over rough, uneven terrain. The incumbent may be required to wear protective clothing, gloves, face shields, and/or a respirator that may be uncomfortable; and the incumbent is likely to work from ladders, scaffolds, rooftops, and/or elevated platforms. The incumbent is expected to be able to lift up to 50 pounds unassisted and may be expected to lift and/or carry items exceeding 70 pounds in weight.

Working Conditions: Work is typically performed in both indoor workshops and outdoor work sites. Work outside may be subject to extreme weather conditions, with wind, rain, snow, and ice, in temperatures ranging from below 0 to over 100 degrees. Depending on the geography of the park unit assigned, work may take place at elevations ranging from sea level up to 10,000 feet. The incumbent is exposed to sawdust, noise, fumes, vibration, cuts, and abrasions from the use of tools and equipment, and may occasionally be exposed to hazardous materials that can cause skin, eye, and respiratory irritation and burns, as well as microbiological organisms and potentially hazardous wildlife. The incumbent is expected to wear personnel protective equipment as required and comply with all safety and occupational health requirements
