This position is being filled using the Alaska National Interest Lands Conservation Act (ANILCA) local hiring authority (16 USC 3198). Any U.S. Citizen who has acquired special knowledge or expertise regarding the natural or cultural resources of Kenai Fjords National Parks, by reason of having either lived or worked in or near the unit may apply. See Qualifications section for eligibility requirements.

Duties

You will work as a Logistics Coordinator in the Resource Management division at Kenai Fjords National Park. Duties include but are not limited to the following:

Provide logistical support and coordination to all field operations within the park.
Coordinate boat or aircraft transportation for field staff.
Provide daily radio communications with backcountry teams.
Procure supplies and equipment.
Arrange shipment to the field, relaying messages.
Work closely with Resource Management personnel to coordinate, purchase and transport fuel, food, and other material and coordinating activities among various parties to maximize efficiencies and minimize conflicting use of vessels, field camps, etc.
Responsible for routine maintenance and inventory of field equipment.
Data entry and related miscellaneous clerical duties may be required.
Though the majority of work will be office based, the incumbent may accompany and assist field personnel on projects and perform fieldwork.
Serve as primary participants on the park's Coastal Operations Working Group which coordinates activities among various parties to maximize efficiencies and minimize conflicting use of vessels, field camps, etc. and makes recommendations for best practices and policy changes to management regarding park coastal operations. Also serve as back-ups to the other and collaborate on many tasks.

Selectee will be required to participate in the Direct Deposit Electronics Funds Transfer Program.
You will be required to submit to a drug test and receive a negative drug test result prior to appointment. In addition, this position is subject to random testing for illegal drug use.
This position is subject to drug testing based on the collateral duty requiring firearms in the back-country or other locations for non-law enforcement reasons such as protection from animals.
You will be required to operate a government (or private) motor vehicle as part of your official duties; a valid driver's license is required. You will be required to submit a Motor Vehicle Operator's License and Driving Record. You must also submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that disclose all valid driver's licenses, whether current or past, possessed by you.
You may be required to complete training and operate a four-wheel drive vehicle.
Ability to safely operate small boats in remote coastal marine environments with large tidal activity and cold water in order to transport field crews to remote coastal areas in constantly changing tides and variable shoreline conditions.
You will be required to wear a uniform and comply with the National Park Service uniform standards. A uniform allowance will be provided.
You may be required to work on-call, evenings, weekends, holidays, overtime and shift work.
You may be required to travel overnight away from home up to 4 nights per month. You must obtain a government charge card for travel purposes.
Applicants must be at least (1) 18 years old or (2) at least 16 years old and: (a) Have graduated from high school or been awarded a certificate equivalent to graduating from high school; or (b) Have completed a formal vocational training program; or (c) Have received a statement from school authorities agreeing with their preference for employment rather than continuing their education; or (d) Be currently enrolled in a secondary school and either work only during school vacation periods or work part-time during the school year under a formal student employment program.

Special knowledge or expertise concerning the park's or preserve's natural and/or cultural resources and the management thereof is required. Local knowledge of the resources and the typical conditions that affect the work to be accomplished will be applied in the performance of duties.

Areas considered "near" Kenai Fjords National Park are the communities of Seward and Moose Pass extending north the Milepost 45 of the Seward Highway, as well as to the tribal villages with documented ties. These tribal villages include the Native Village of Nanwalek and the Native Village of Port Graham on the southwestern tip of the Kenai Peninsula as well as Seldovia Village Tribe. Also included is the Community of Homer, extending north on the Sterling Highway to mile post 165 and East End Road's end.

Ability to effectively coordinate projects involving multiple personnel and locations, including remote field camps.

Additional information

A selectee receiving a first appointment to the Federal Government (Civil Service) is entitled only to the lowest step of the grade for which selected. The display of a salary range on this vacancy shall not be construed as granting an entitlement to a higher rate of pay.

All travel, transportation, and relocation expenses associated with reporting for duty in this position will be the sole responsibility of the selectee.

Basic knowledge of first aid, cardiopulmonary resuscitation (CPR), rescue operations, cold water survival skills, and nautical chart interpretation.
Ability to operate motor vehicles (less than 10,000 GVW) with boat trailers in order to transport people, equipment and/or supplies.

Physical Demands: Periodic duties require strenuous physical effort associated with setting up field camps and assisting with field work in rugged areas. Strenuous hiking, backpacking, and travel will be required through terrain including tundra, brush, forest, loose rock, steep rock walls, snowfield, and glaciers. The position must be able to handle small boats in unpredictable waters and learn how to conduct oneself on larger vessels. The position must be willing to travel small single engine aircraft over parts of the park which are inaccessible by other means. Data management, radio and phone communication, and report writing requires sustained periods of concentration in an office setting.

Working Conditions: The work environment varies widely from a basement office setting to remote, rugged field and marine conditions. Field conditions may include considerable rain and now, freezing temperatures, slick rocky and icy conditions, exposure to crude oil and other hazardous materials, biting insects, camping in bear country, travel in boats over rough seas, travel in low-flying aircraft, and crossing streams and rivers on foot. The incumbent must have safety training prior to participation in any hazardous activities. The NPS uniform is worn while on duty.
