This position is being filled using the Alaska National Interest Lands Conservation Act (ANILCA) local hiring authority (16 USC 3198). Any U.S. Citizen who has acquired special knowledge or expertise regarding the natural or cultural resources of Gates of the Arctic National Park and Preserve, by reason of having either lived or worked in or near the unit may apply. Duties

Applicants that apply to and are selected for Wiseman will be duty stationed at Cold Foot, AK.

If selected, you will work as a Maintenance Worker, WG-4749-05 or 07, at Yukon-Charley Rivers National Preserve. The primary purpose of the position in to perform recurring building and/or utility maintenance and operation duties and to assist journeymen and other higher graded maintenance workers.

Perform carpentry repairs using simple measures and hand tools on such tasks as replacing broken planks on picnic tables; broken windows using precut stock; minor adjustments or replaces hinges, latches and catches.
Perform plumbing repair such as tightening or replacing in-kind fixtures which do not require specialized fitting, replace washers, unplug drains, replace liquid propane gas bottles.
Perform custodial duties associated with comfort stations, restrooms, visitor use areas, trash collection, and facility organization. Implement appropriate sanitization processes and utilize applicable Personal Protective Equipment.
Conduct maintenance and repair to grounds including but not limited to mowing and brushing. Use and maintain tools such as power brushers, line trimers, riding and push mowers.
Operate small vehicles and light trucks to transport materials and access job sites. Operate lawn mowers, UTVs and equipment including skid steer requiring no special rigging to assist in facility operations and personnel and material transportation.
Paint Various structure to include interior and exterior components including but not limited to doors, walls and ceilings, trim, and decking. Follow specific instructions to prepare surfaces and apply premixed paints or stains to metal, masonry, gypsum board or wood surfaces using brushes, rollers, and airless sprayers.
This work is performed under the normal supervision of a work leader or journeyman-level maintenance worker who observes tasks in progress and upon completion makes sure they are properly accomplished.

You will be required to operate a government (or private) motor vehicle as part of your official duties; a valid driver's license is required. You will be required to submit a Motor Vehicle Operator's License and Driving Record. You must also submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that disclose all valid driver's licenses, whether current or past, possessed by you.

You may be required to complete training and operate a four-wheel drive vehicle.

You will be required to wear a uniform and comply with the National Park Service uniform standards. A uniform allowance will be provided.
You may be required to work on-call, evenings, weekends, holidays, overtime and shift work.
You may be required to travel overnight away from home up to 5 nights per month. You must obtain a government charge card for travel purposes.

Applicants must be at least (1) 18 years old or (2) at least 16 years old and: (a) Have graduated from high school or been awarded a certificate equivalent to graduating from high school; or (b) Have completed a formal vocational training program; or (c) Have received a statement from school authorities agreeing with their preference for employment rather than continuing their education; or (d) Be currently enrolled in a secondary school and either work only during school vacation periods or work part-time during the school year under a formal student employment program.

Special knowledge or expertise concerning the park's or preserve's natural and/or cultural resources and the management thereof is required. Local knowledge of the resources and the typical conditions that affect the work to be accomplished will be applied in the performance of duties.

The following are the competencies identified for this position. Applicants are not required to address these competencies in a separate document, but are encouraged to include in their resumes experience related to these competencies:

Ability to work effectively with co-workers in the same and other work groups as part of a team.
Ability to do the work of a Maintenance Worker, WG 4749 without more than normal supervision.
Knowledge of equipment assembly, product installation, and general repairs utilizing provided instruction and common trade tools.
Technical Practices: Knowledge of simple and common trade practices such as, performing simple and routine maintenance and repair of grounds, exterior structures, buildings, etc.
Use of Measuring Instruments to make simple measurements using tape measure, square, or similar measuring tools
Ability to use and maintain tools, vehicles and equipment such as, light trucks, forklift, hammer, saw, brush and roller, screwdriver, etc.

There is no substitution of education for the required special knowledge or expertise concerning the park's or preserve's natural and/or cultural resources and the management thereof as outlined in this announcement.

Additional information

A selectee receiving a first appointment to the Federal Government (Civil Service) is entitled only to the lowest step of the grade for which selected. The display of a salary range on this vacancy shall not be construed as granting an entitlement to a higher rate of pay.

All travel, transportation, and relocation expenses associated with reporting for duty in this position will be the sole responsibility of the selectee.

Physical Demands (WG-05): Works from ladders, scaffolds and platforms and where surfaces to be coated, or the parts of systems worked on are hard to reach that require incumbent to stand, stoop, bend, kneel, climb and work in tiring and uncomfortable positions. Frequently lifts, carries and sets up parts and equipment that weigh up to 40 pounds.

Working Conditions (WG-05): Work is performed inside and outside where dirt, spray, and fumes are present. Also required to work in inclement weather and/or wear protective equipment and clothing that are sometimes heavy and uncomfortable.

Physical Demands (WG-07): Physical effort is heavy to moderate and requires occasional lifting or handling of objects or materials up to 50 pounds, unassisted, following proper lifting procedures to avoid injury. Frequently required to stand while working, climb ladders or scaffolding, and bend, stoop, climb, and work in awkward positions.

Working Conditions (WG-07): Exposed to a variety of seasonal weather conditions while working outdoors (temperatures -40 to 90+ degrees).
Subject to danger of falling from ladders or scaffolding. Exposed to dust, dirt, wind, and rain. May work with dangerous chemicals and around moving equipment; paints, solvents, etc. May be exposed to electrical shocks, and biting insects.
