Job Description (Please follow all instructions carefully)

Summary

About the Position: You will serve as a Security Guard assigned under the authority of the Senior Commander at Installation Management Command (IMCOM) supported installations.

Competition for Security Guard positions is restricted by law to persons entitled to Veterans' preference as long as such applicants are available for appointment. If there are no Veterans preference eligible applicants available, non-preference applicants may be considered.

Duties

  • Serve as the first layer of defense in a security-in-depth concept to deter, detect, delay, assess, respond, and document unauthorized access to government installations restricted to the general public.
  • Preserve the life, health, and safety of government personnel.
  • Safeguard government property and technologies against such threats as unlawful entry, sabotage, espionage, theft, accidental or willful damage, and destruction on installations.
  • Support the overall installation Antiterrorism/Force Protection capability by providing emergency base closure, active shooter response, and physical security emergency response to all hazardous disasters.
  • Authenticate identification through the use of electronic Personnel Access Control Systems (ePACS), identification cards, badges, biometric automated records, verbal questioning, and other means.
  • Implement contingency plans and execute crowd control in situations that may become violent or unruly as a result of planned or impromptu demonstrations.
  • Operate and perform research queries on National Crime Information Center (NCIC) workstation terminals.
  • Regulate pedestrian and vehicular traffic to prevent accidents and to ease congestion and parking problems.

Requirements

Conditions of Employment

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. While probationary the incumbent can be terminated with limited appeal rights.
  • Incumbent must be able to obtain and then continue to maintain eligibility at the Secret level using a Tier 3 background investigation.
  • Incumbent must be able to obtain and sustain state certification for operating the National Crime Information Center (NCIC) terminals.
  • This is a drug testing designated position. Individual agrees to submit to a urinalysis on a recurring basis.
  • Shift work is required, or a change in work shift may be necessary. Hours of work encompass fluctuating tours of duty to include evenings, nights, weekends and holidays.
  • Overtime may be required as directed and is subject to recall for periods of emergency overtime.
  • Incumbent must be proficient in the use of assigned firearms/weapons, pass an initial qualification, and must qualify semi-annually thereafter in the use of assigned firearms/weapons.
  • Incumbent must undergo and pass annual medical exams of physical, emotional and mental stability.
  • Incumbent must successfully complete security guard training, meet all annual in-service training and recertification requirements.
  • Employee must be trained and maintain current required certifications in Cardiopulmonary Resuscitation (CPR) techniques and must know first aid. May act as a first responder in a medical emergency.
  • Incumbent may be required to wear chemical protection masks, gloves, and other protective equipment, and may be required to be certified in the use of aerosol irritants and baton.
  • Incumbent will be required to maintain physical conditioning and pass an annual physical agility test (PAT). Failure to meet the standards after the second attempt within a ninety-day period will result in separation.
  • Incumbent must be fully qualified to operate a government vehicle. Must obtain or possess and maintain a valid state driver’s license. Loss of license may result in removal from the position.
  • Must wear the Department of the Army Security Guard (DASG) uniform and maintain a high state of appearance and hygiene.
  • Employee must obtain and maintain applicable certifications in operating various electronic equipment and sensors.
  • Must not have any medical condition that precludes the wearing of a chemical protective mask and over garments.
  • Employee must be able to perform as a member of the installation’s overall security response capability.
  • The duties and training require the employee to carry and deploy a riot baton, carry a protective shield and employ non-lethal ammunitions if necessary.

Qualifications

Additional "Conditions of Employment":
  • LAUTENBERG AMENDMENT: Must meet the requirements under the Lautenberg Amendment/Domestic Violence Misdemeanor Amendment to the Gun Control Act of 1968.
  • Position is designated as a "Key Position". This position shall not be vacated during a national emergency or mobilization without seriously impairing the capability of the agency to function effectively. Because of the essential nature of this position, shall require that it not be filled by Ready Reservist to preclude such positions from being vacated during mobilization.
  • Position is designated as "Mission Essential Position". Incumbent is required to report for duty during inclement weather, natural disasters, and other emergency situations as directed by the Commander and may be required to remain on duty after the official shift ends, i.e., mandatory overtime, irregular and/or rotating shifts, evenings, nights, weekends; subject to recall to duty. Incumbent must maintain a functioning telephone to aid in contact during recall/emergency.
  • Employee and prospective employee of this job are expected to maintain a high standard of conduct; and when being considered for employment and periodically thereafter, they must be assessed under the Individual Reliability Program for social adjustment, emotional stability, sound judgment, dependability, flexibility in adjusting to changes, ability to work effectively under pressure or emergency conditions, and a positive attitude toward his/her duties.

Specialized Experience: One year of specialized experience which includes:1) Working with a Federal, State, municipal, local or private organization performing security functions to identify potential hazards to property and/or personnel (e.g., fire, theft, damage, accident or trespass); and 2) verifying the credentials/authorization of individuals requesting access to controlled areas/material. This definition of specialized experience is typical of work performed at the next lower grade/level position in the Federal service (GS-05).
