Summary

This position is part of the Haskell Indian Nations University, Bureau of Indian Education (BIE), Department of the Interior (DOI). As a Security Guard you will be responsible for performing security guard duties on the HINU campus.

Duties

NOTE: Competition for Security Guard positions is restricted by law to persons entitled to veterans' preference as long as such applicants are available for appointment.

As a Security Guard, GS-0085-5/6, your typical work assignments will include the following:

  • Patrol and monitor federal buildings and grounds to protect property, students, employees and visitors from harm, damage, and danger. Implement protective systems or techniques that involve the protection of property against hazards such as f ire, theft, damage, accident, or trespass; maintain order, protect life and property; communicate urgent information orally and/or in writing.
  • Perform stationary observation of campus activities via a Closed-Circuit Television (CCTV) surveillance system, and reviews content of video surveillance activities as needed.
  • Enforce and perform all college traffic control duties as prescribed by assignment and instructions. Direct vehicular traffic and parking enforcement, such as issuing parking permits, writing parking tickets, towing of illegally parked vehicles, etc.
  • Provide security services in student residence halls, including conducting rounds of residence hall wings. Conduct regular roving patrol of the campus utilizing a motor vehicle and/or foot patrol. Escort students and staff on campus, as requested.
  • Prepare accurate and detailed incident reports, traffic and campus violations, and other documents.

  • A background security investigation will be required for all new hires. Appointment will be subject to the applicant's successful completion of a background security investigation and favorable adjudication.
  • Appointment to this is subject to a 2-year trial or 1-year probationary period unless the requirement has already been met.
  • If you are a male applicant born after 12-31-1959, you are required to register under the Military Selective Service Act and the Defense Authorization Act of 1986 (https://www.sss.gov), in order to be eligible for appointment to this agency.
  • Incidental Operator position. If you are required to operate a motor vehicle in order to properly carry out assigned duties, the 25 1AM 4 Motor Vehicle Safety Program Policy applies.
  • Required to obtain (within 6 months of hire) and maintain first aid certifications in Cardiopulmonary Resuscitation (CPR) and Automated External Defibrilation (AED).
  • This is a Testing Designated Position (TDP) that requires pre-employment drug testing and is subject to random testing thereafter.

Qualifications

Applicants must meet the qualification requirements contained in the OPM Standards. For this position, they are listed below.

INDIVIDUAL OCCUPATIONAL REQUIREMENTS

MEDICAL REQUIREMENTS: The duties of these positions require moderate to arduous physical exertion and/or duties of a hazardous nature. The following medical requirements apply to all applicants: good near and distant vision, ability to distinguish basic colors, and ability to hear the conversational voice. Applicants and employees must have the capacity to perform the essential functions of the position without risk to themselves or others. In most instances, a specific medical condition or impairment will not automatically disqualify an applicant or employee. A medical condition or impairment is disqualifying only if the condition, for good medical reason, precludes assignment to or warrants restriction from the duties of the specific position. For some positions, the loss or impairment of a specific function may be compensated for by the satisfactory use of a prosthesis or mechanical aid. Reasonable accommodation shall also be considered in determining an applicant's ability to perform the duties of a position.

In addition to meeting the Medical Requirements, you must also meet the Minimum Qualifications requirements below.

SPECIALIZED EXPERIENCE: Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization.

GS-05 Grade Level: Your resume must demonstrate at least 1 year of specialized experience equivalent to at least the GS-04 grade level that includes: work with a Federal, State, municipal, local, or private protective organization that involved the protection of property against such hazards as fire, theft, damage, accident, or trespass; or maintaining order and protecting life. Such experience must have provided a knowledge of protective systems and techniques. Acceptable experience includes service in the Armed Services or Coast Guard that involved the performance of guard duties on a regular or intermittent basis.

GS-06 Grade Level: Your resume must demonstrate at least 1 year of specialized experience equivalent to at least the GS-05 grade level that includes: work with a Federal, State, municipal, local, or private protective organization that involved the protection of property and guarding a broad range of highly sensitive items from hazards such as fire, theft, damage, accident, or trespass; or maintaining order and protecting life. Detection, apprehension, and detention of violators for appropriate disposition. Such experience must have provided a knowledge of protective systems and techniques. Acceptable experience includes service in the Armed Services or Coast Guard that involved the performance of guard duties on a regular or intermittent basis.

Only experience obtained by the closing date of this announcement will be considered.

Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year (52 weeks) of service at the next lower grade level.

Education

This position does not have a positive education requirement at this grade level. Therefore, no transcripts are required.
