Summary

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.

About the Position: The U.S. Army Installation Management Command (IMCOM) handles the day-to-day operations of Army installations.

Duties

  • Perform security guard duties in accordance with appropriate regulations to detect and prevent theft, damage, accident, trespass, sabotage and espionage.
  • Enforce the security regulations of the installation.
  • Control access of vehicles and pedestrians to installation.
  • Verify identification through use of identification cards, badges, bio-metrics automated records, verbal questioning, and other means.
  • Admit persons, denies entry or arranges for escorts, as appropriate.
  • Conduct vehicle searches and inspections.
  • Conduct foot or vehicle patrol of perimeters, roadways, parking and other high traffic areas.

  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
  • This position requires certification in cardiopulmonary resuscitation with Automatic External Defibrillator (AED) training.
  • The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
  • Position is subject to the provisions of the Domestic Violence Offender Gun Ban commonly referred to as the Lautenberg Amendment.
  • This position has been designated "Mission Essential". In the event of severe weather conditions or other such emergency type situations the incumbent is required to report to work or remain at work as scheduled to support mission operations.
  • Due to the nature of this position, employees are required to work both planned and unscheduled overtime.
  • This position has a Temporary Duty (TDY) or business travel requirement up to 25% of the time.
  • This position requires the employee to use personal protective equipment provided by the employer.
  • This position requires the completion of a pre-employment Physical Examination and an annual examination thereafter to ensure the continued, required level of physical health and ability or fitness to perform the duties of the position.
  • Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 11.
  • This position requires shift work to provide coverage on evenings, weekends, holidays, or special situations.
  • Duties meet the criteria for compliance with Federal and Department of the Army Drug Free Workplace Programs. Detection of the presence of drugs is warranted. This position is subject to a pre-employment screening, and random testing.
  • Incumbent must obtain and maintain applicable certifications in operating various electronic equipment and sensors.

  • The duties and training require for the employee to carry and deploy a riot baton, carry a protective shield and employ non-lethal ammunition's (such as aerosol irritants) if necessary.
  • This position requires the incumbent to successfully complete Security Guard Training.
  • This position requires the incumbent to be proficient in the use of assigned firearms.
  • This position requires certification in the Individual Reliability Program (IRP) in accordance with AR 190-56.
  • This position requires the incumbent to wear a uniform and /or protective clothing and equipment.
  • Incumbent is required to maintain physical conditioning and pass an annual Physical Agility Test (PAT) as outlined in AR 190-56 within 30 days of employment and annually thereafter.

Specialized Experience: One year of specialized experience which includes: 1) Working with a Federal, State, municipal, local, or private protective organization that involved the protection of property against such hazards as fire, theft, damage, accident, or trespass; or 2) Maintaining order and protecting life. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-05).

Such experience must have provided a knowledge of protective systems and techniques. Acceptable experience includes service in the Armed Services or Coast Guard that involved the performance of guard duties on a regular or intermittent basis.

Education

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone -- no substitution of education for experience is permitted.
