Summary

This position is part of the Y-12 Field Office, Department of Energy. A successful candidate in this position will serve as Personnel Security Program Manager providing oversight responsibility for daily contractor operations of the Personnel Security and Human Reliability (HRP) programs at the Y-12 National Security Complex located in Oak Ridge, TN.

Duties

As a Security Specialist, you will:

  • Provide oversight and management of all aspects of the Personnel Security and HRP Programs at YFO. Directs, manages and oversees YFO and contractor HRP. As the HRP certifying official, certifies federal employees or contractors meet HRP enrollment requirements and, annually recertifies employee HRP position eligibility. Temporarily removes employees for safety or security concerns; review individual's removal from an HRP position circumstances; once concern dispositioned, directs reinstatement.
  • Manage the HRP program and HRP positions.
  • Evaluate planning, analysis, development, implementation, maintenance, and enhancement of Personnel Security and HRP Programs, policies, procedures, and tools at both Plants. Recommends access authorizations (security clearance) to the Field Office Manager, certifies HRP positions, and temporarily removes employees from HRP positions.
  • Provide direction, guidance and technical assurance to YFO staff and contractors in correcting problem areas and carrying out follow up actions, such as reviewing and tracking corrective action plans, related to surveys, inspections, evaluations and program reviews to provide the desired levels of security and incident control.
  • Perform oversight of contractor security program management systems, practices, and procedures to ensure compliance with NNSA and DOE directives, requirements, and policies. Coordinates and/or negotiate with contractors on technical issues and corrective actions necessary for compliance and effectiveness.
  • Ensure Personnel Security and HRP Programs are integrated with other YFO and contractor Safeguards and Security activities to ensure mission accomplishment while ensuring strong coordination with affected local and Headquarters stakeholders.
  • Serve on interagency working groups, committees, or quality panels to identify and resolve agency wide personnel security and HRP issues and provides leadership in developing security policy.
  • Advise top-level agency managers on new developments and advances in safeguards and security techniques and recommend methods for enhancing efficiency of security systems through modifications and applications of evolving technology.

Qualifications

SPECIALIZED EXPERIENCE REQUIREMENTS

A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower NNSA Demonstration Project pay band or GS grade level in the Federal service, i.e., NQ-02 or GS-12. Specialized experience for this position is defined as Experience in applying security and safeguard principles, practices, concepts, and policies; experience serving as subject matter expert for the Personnel Security and Human Reliability Programs and managing security program duties in the following areas:
1. Self-Assessments
2. Inspections
3. Evaluations

Examples of Specialized Experience:
1. Experience conducting inspections, surveillances, and surveys; perform technical analysis and performance testing, and evaluates security plans, practices, and procedures to evaluate and advise on safeguards and security programs and operations for the protection of national security information and assets.
2. Experience in the application of principles, procedures, concepts, and methodologies in the field of security that is applied to security programs.
3. Experience with conducting evaluations of complex situations, involving human behavior and the judgement and reliability of federal and contractor employees to interpret Departmental and National Standards.
