Summary

This position is located in the Executive Office of the President (EOP), Office of Administration (OA), Office of the Chief Security Officer (OCSO).Serves as a Counterintelligence Officer within the Defensive Counterintelligence (CI) Division, responsible for the development and implementation of policies, procedures, requirements, and programs relating to EOP's Defensive Counterintelligence program. The position directly impacts national security based on the constituency the position supports.

Duties

As a Security Specialist (Counterintelligence), GS-0080-14, your typical work assignments may include the following:

  • Develops and implements programs and initiatives designed to provide for the safety and security of EOP staff both in and around the Executive Office of the President Complex and during travel from foreign intelligence, terrorism, and related security threats.
  • Participates in the development and implementation of a counterintelligence (CI) incident management program, to include resolution and referrals of CI incidents, anomalies, and insider threats. Conducts CI vetting of foreign contacts and associations in support of national security adjudications.
  • Addresses counterintelligence and security needs of persons, facilities, assets, and information in, around, and relating to the President, the Vice President, the White House, and the EOP.
  • Assesses, develops, and promulgates EOP policies, procedures, programs, requirements, and practices relating to defensive CI to ensure they are consistent with best practices.
  • Develops and provides CI awareness products, briefings, and foundational education and awareness programs, on foreign intelligence and terrorism threats tailored to meet the needs of EOP personnel.
  • Provides subject matter advice on counterintelligence policies and procedures, initiatives, and dynamic counterintelligence threats to the Office of the OA Director and other senior White House and EOP leadership.

MINIMUM QUALIFICATION REQUIREMENTS: All applicants must meet the qualification requirements outlined below to be considered minimally qualified for this position. The qualification requirements are in accordance with the OPM Qualification Standards.

SPECIALIZED EXPERIENCE: Applicants must have a minimum of one year of specialized experience at a level of difficulty and responsibility comparable to the next lower grade or comparable pay band in the Federal service or equivalent experience in the private sector. You may qualify at the GS- 14 level, if you fulfill the following qualification requirement:

Applicants must have a minimum of one full year (52 weeks) of specialized experience at a level of difficulty and responsibility comparable to the GS-13 or comparable pay band in the Federal service or equivalent experience in the private sector. You must possess experience in all of the following areas:
  1. Partnering with counterintelligence and security professionals to propose, establish and implement solutions to address counterintelligence (CI) incidents, anomalies, threats and other security needs;
  2. Reviewing and assessing CI-related policies and procedures to improve program effectiveness and ensure best practices; and
  3. Providing subject matter expertise to leadership and stakeholders on CI-related matters with respect to security, insider threat, and force protection.
Experience refers to paid and unpaid experience, including volunteer work done through National Service program (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Substitution of education may not be used in lieu of specialized experience for this grade level.

Next steps
